LEGISLATIVE RESOLUTION commemorating the 100th Anniversary of the
Village of Minoa

WHEREAS, It is the intent of this Legislative Body to honor and commem-
orate the distinguished histories of communities across this great
Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 100th Anniversary of the Village of Minoa, in Onondaga County,
New York, to be celebrated with a public Centennial Celebration at the
Minoa Municipal Building on January 25, 2013; and
WHEREAS, For the last century, the Village of Minoa has proudly stood
as a close-knit, safe and growing community in the Eastern suburb of
Onondaga County; and
WHEREAS, The Village of Minoa, which was first settled by railroad
workers in the early 1800s, was incorporated on January 12, 1913; and
WHEREAS, Even though women were not allowed to vote until 1920 when
the 19th amendment was passed, a woman could vote in a village election,
if she owned property within the limits of the area; and
WHEREAS, Realizing the need for a governing body and centralized
services, a strong group of female property owners in Minoa banded
together and voted "yes" in 1913 to incorporate Minoa that year; and
WHEREAS, Since its incorporation, the Village of Minoa has grown to
nearly 3,400 residents; the Village provides these residents with vari-
ous municipal services and with police protection provided by the Town
of Manlius; public education for children is provided through the East
Syracuse-Minoa School District, one of 11 comprehensive districts in the
State; and
WHEREAS, The history of the Village of Minoa is marked by, but not
limited to, several modern advancements, such as Minoa's innovative
"green" water project at its wastewater treatment plant, which attracts
visitors from throughout the world; and
WHEREAS, The Waste Water Treatment Facility/Cleanwater Educational
Research Facility in the Village of Minoa has continued to offer educa-
tional internships through SUNY ESF and East-Syracuse Minoa; the Village
was even chosen by the New York Conference of Mayors to provide a semi-
nar on this innovative project at the Department of Public Works Fall
School held in Saratoga Springs; and
WHEREAS, During decades of growth and change, the Village of Minoa has
continued its commitment to enhancing the quality of life for its resi-
dents, ensuring a safe, peaceful and educational climate for individuals
and families, while working toward sustainability; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 100th Anniversary of the Village of Minoa to be cele-
brated with a Centennial Celebration on January 25, 2013, recognizing
the significance of the role it continues to play in the life of the
community of the State of New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Mayor of the Village of Minoa, Richard J. Donovan.
