LEGISLATIVE RESOLUTION paying tribute to Nassau County Police Officers
Robert Ryan and John Lutz as they are honored by the Five Towns Kiwanis
Club on April 11, 2013

WHEREAS, It is the sense of this Legislative Body to recognize and honor
the distinguished officers and citizens who devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, Within every community of the State of New York, there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to pay tribute to
Nassau County Police Department 4th Precinct Police Officers Robert Ryan
and John Lutz as they are honored by the Five Towns Kiwanis Club at its
annual Police Officer Night to be held at the Mezzanotte Restaurant in
Cedarhurst, New York, on Thursday, April 11, 2013; and
WHEREAS, Police Officers Robert Ryan, Shield 1126, and John Lutz,
Shield 2524 were, last year, in 2012, instrumental in arresting an indi-
vidual who was storing a large cache of weapons in a Woodmere, New York
home; and
WHEREAS, Officers John Lutz and Robert Ryan responded to the call that
an alarm was sounding on Narrow Lane in Woodmere and found a handgun and
two grenades in plain view in the house; and
WHEREAS, Marc Ringel, who was found to have 120 guns, several
grenades, chemicals used to make explosives, boxes of ammunition, and
what police described as an "extensive amount of marijuana," pleaded not
guilty to firearms, weapons possession and reckless endangerment charges
and was held without bail; and
WHEREAS, The officers found Marc Ringel to be nervous and he had no
identification on him; when Police Officers Robert Ryan and John Lutz
opened the door to the house to verify Marc Ringel's identity there was
a strong smell of marijuana; they saw a handgun and there were also two
grenades in plain view; and
WHEREAS, Marc Ringel attempted to push the officers out of the door of
the house; however, they gained control of the situation and called for
assistance; the authorities obtained a search warrant, and Nassau County
police, ATF and FBI officers found guns of all sizes and calibers scat-
tered throughout the house owned by Marc Ringel's parents as well as
chemicals used to make explosive devices, including pipe bombs; and
WHEREAS, An area of 20 houses were evacuated as a precautionary meas-
ure and the residents of those homes were later permitted to return to
their homes; and
WHEREAS, Police said safety was an issue as the arms and other materi-
als were scattered throughout the house and, they were unsure if the
home was booby-trapped; and
WHEREAS, In addition, the law enforcement agents discovered a shallow
pit with a wire which spanned from the pit to the house, which they
think, was used to test explosives; the munitions were believed to be
live and the Nassau County Police Department Arson/Bomb Squad detonated
them, noting there were enough explosives to level the home and the
entire block; and
WHEREAS, It is the sense of this Legislative Body that dedicated
public servants, such as Nassau County Police Officers Robert Ryan and
John Lutz, who unselfishly devote their lives to the preservation of

order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to pay
tribute to Nassau County Police Officers Robert Ryan and John Lutz as
they are honored by the Five Towns Kiwanis Club on April 11, 2013; and
be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Nassau County Police Officers Robert Ryan and John Lutz.
