Archbishop Timothy Dolan is an inspiring spiritual leader who has devoted his life to the Catholic Church and to improving the lives of New Yorkers of all faiths.  His elevation to Cardinal is a well deserved recognition of his faith, service and leadership.  He is a good friend and I look forward to working with him as he continues his outstanding service to the Catholic Church.

Senator Skelos' Prepared Remarks at the State of the State

I want to thank Governor Cuomo for the invitation to speak to you today.

Governor, you have been a leader, an innovator, and a friend.  Thank you for that.

It is a pleasure to again share this stage with Lieutenant Governor Duffy,  Speaker Silver,  Comptroller DiNapoli and Attorney General Schneiderman.

And it’s nice to see Chief Judge Lippman and the members of the Court of Appeals.

Happy New Year to you and to all my colleagues and to members of the public from across the state.

And a special thank you to Archbishop Demetrios and Rabbi Romm for being with us today.

Tax Cuts and Property Tax Cap Highlight New Laws That Take Effect January 1, 2012

Middle class tax cuts that will reduce tax rates for millions of hardworking taxpayers and the two-percent property tax cap highlight new state laws that will go into effect on January 1, 2012. The recently enacted tax cuts will reduce tax rates on middle class taxpayers to their lowest levels in more than 50 years (Chapter 55, L.2011). About 4.4 million middle class taxpayers will receive a total of  $690 million in personal income tax relief.  A tax relief measure for manufacturers that will help them expand and create new jobs will also take effect next year, beginning January 1, 2012, as will provisions for flood relief and recovery, and the implementation of inflation adjustments to reduce personal income taxes.

"The MTA payroll tax has been an enormous burden on businesses and today we are lifting that burden. More than 290,000 small businesses will now have a greater opportunity to invest in their businesses and invest in creating new jobs. I want to thank the members of the Senate Republican Conference, especially Senator Lee Zeldin, for keeping up the pressure to repeal this job-killing tax; and I thank Governor Cuomo for his leadership and for signing this measure into law."

Senate Passes $3.3 Billion Tax Cut and Job Creation Plan

The New York State Senate today passed the Middle Class Tax Cut and Job Creation Plan that will reduce taxes for millions of hardworking, middle-class taxpayers to their lowest levels in more than half a century.  In addition, the comprehensive plan will help strengthen our economy and create new jobs by eliminating the job-killing MTA payroll tax for more than 78 percent of the small employers that pay the tax.  The plan will provide a total of more than $3.3 billion in tax relief to individuals and businesses.

Senate Issues Mid-Year Economic and Revenue Report

Senate Majority Leader Dean G. Skelos and Senate Finance Committee Chairman John A. DeFrancisco today released a mid-year economic and revenue forecast for New York State. A copy of the report can be found at the Senate website, www.nysenate.gov. “This year, the Legislature and Governor worked together to close a deficit that was more than three times the size of next year’s projected deficit, and we did so without raising taxes,” Senator Skelos said.  “Senate Republicans are prepared to manage next year’s budget in the same fiscally responsible manner while we focus on promoting economic growth and creating new jobs.”

Statement by Senate Majority Leader Dean Skelos

As always, Senate Republicans stand ready to work with the Governor and Assembly to ensure the State’s budget is structurally balanced. Shortly after we complete a full review of the Budget Division’s mid-year report we will release our own estimates.    

Senate Republicans continue to believe that it is both possible and necessary to manage next year’s budget much like we did this year, when the Legislature and Governor eliminated a much larger deficit without raising taxes.   Our top priorities must be promoting the growth of businesses, increasing jobs, and building a stronger economy.

Hundreds Attend Unidad Latina Conference Hosted by State Senate and Hispanic Federation

The first annual Unidad Latina conference held in New York City this weekend was an enormous success that brought together hundreds of people from the Hispanic community in New York, including leaders from business, education, health care and government to discuss ways to promote economic growth and job creation.  The conference was organized by the New York State Senate and the Hispanic Federation.

New York State Senate and the Hispanic Federation to hold Unidad Latina Conference to focus on economic opportunities for the Hispanic community

Senate Majority Leader Dean G. Skelos announced today that the Senate and the Hispanic Federation will conduct a two-day economic conference this week, entitled “Unidad Latina,” to discuss ways to increase economic opportunities for the growing Hispanic community in New York.  The conference will be held on October 21st and 22nd at the Sheraton Hotel in Manhattan.

Statement by Senate Majority Leader Dean Skelos

It is a very sad day for all New Yorkers as we mourn a great statesman and leader, Governor Hugh Carey, who brought the state and the city back from the financial abyss in the 1970’s. He will be remembered as a man of courage who put partisan politics aside and made the tough decisions needed to get New York’s fiscal house back on sound footing. Governor Carey’s message during that crisis of financial discipline and living within our means still resonates to this day.

Senate Introduces "Protect Our Children Act"

In the wake of Caylee Anthony’s tragic murder case and the murder of eight-year-old Leiby Kletzky in Brooklyn, legislation has been introduced in the New York State Senate that would make sweeping, comprehensive changes to the state’s child protection laws to help protect children from cruel and repeated abuse. The bill, called the “Protect Our Children Act” (S.5862), is sponsored by Senators Mark Grisanti (R, North Buffalo), Stephen Saland (R-I-C, Poughkeepsie), Andrew Lanza (R-I, Staten Island), Greg Ball (R-C, Pawling) and Charles Fuschillo (R, Merrick).

Today’s report by Comptroller DiNapoli, showing that tax collections for the first quarter of the State’s Fiscal Year have far outpaced recent estimates, is encouraging, and we must continue to monitor this situation over the next six months.
