Senate Passes Bill to Prevent Welfare Cards from Buying Tobacco, Alcohol and Being Used at Liquor Stores, Casinos and Strip Clubs

The New York Senate today passed the “Public Assistance Integrity Act,” sponsored by Senator Tom Libous, which would prohibit welfare benefits from being used to purchase alcohol and tobacco, or to be used at liquor stores, casinos and strip clubs in New York.

“Public Assistance should not be spent at liquor stores, casinos or strip clubs, but under New York State Law, it’s legal. We need to stop this abuse,” said Libous. “Every welfare dollar spent at the liquor store is money that could be going to help families get back on their feet.”

Parts of Libous’ Public Assistance Integrity Act were also added to Governor Cuomo’s Executive Budget Proposal. The provisions added would make it illegal to use EBT Cards at liquor stores, strip clubs and casinos.

Senate Majority Coalition Issues Report on Regulatory Reform

REPORT IDENTIFIES OVER 2,000 STATE RULES AND REGULATIONS THAT WARRANT REFORM OR REVIEW

ALBANY – The New York State Senate Majority Coalition issued a comprehensive report today that sheds light on New York State’s notoriously dense regulatory structure and identifies 2,219 specific rules, regulations and practices that put New York’s businesses at a competitive disadvantage.

The report is the product of surveys, meetings, community outreach and the input of over 100 business owners, advocacy organizations and individuals that participated in one of nine industry-specific public forums conducted throughout the State.

STATEMENT FROM NYS SENATE CO-LEADER DEAN G. SKELOS

We are pleased that the Governor’s New York State Tax Relief Commission report incorporates key elements of a Senate Republican tax reform plan advanced by Senators DeFrancisco and Marcellino that focuses on cutting taxes to create new jobs, reforming our tax structure and giving hardworking taxpayers some much-needed relief.

It is encouraging that today’s report includes proposals to address issues related to achieving broad-based tax reductions for job creators, including reducing corporate tax rates, reducing taxes on manufacturers and accelerating the elimination of the 18-a energy surcharge, while also reducing the estate tax burden.

Panel To Develop Recommendations for A State Action Plan To Increase Prevention, Improve Treatment and Diagnosis

Senate Majority Coalition Co-Leaders Dean Skelos and Jeffrey Klein today announced the creation of the Senate Task Force on Lyme and Tick-Borne Diseases to examine state and federal efforts to combat the continued spread of these diseases and make recommendations for a plan to improve prevention, diagnosis and treatment.

The task force will be co-chaired by Senator Kemp Hannon (R-C-I, Garden City), Chairman of the Senate Health Committee, Senator David Carlucci (D, Rockland/Westchester), Senator Kenneth LaValle (R-C-I, Port Jefferson) and Senator Elizabeth Little (R-C-I, Queensbury).

Summary of 2013 Senate Legislative Action

 

2013-2014 NEW YORK STATE BUDGET

 

The New York State Senate approved the 2013-14 state budget that delivers on priorities outlined by the Senate Republican Conference to provide much-needed tax relief for middle-class families, help businesses create jobs, and, for the third consecutive year, the budget keeps spending growth below two percent, which is consistent with the local spending cap that applies to school districts and local governments.  It was also the third consecutive budget approved prior to the April 1 deadline.

Senate Passes Bill to Revitalize Not-For-Profit Laws

The New York State Senate today passed the Nonprofit Revitalization Act (S5845), sponsored by Senator Michael Ranzenhofer (R-C-I, Amherst), that would – for the first time in 40 years – overhaul state laws that govern charities and other not-for-profit organizations.   “The state laws that apply to not-for-profits were enacted in 1969 and, since that time, there has been no comprehensive review and update -- until now,” Senator Ranzenhofer said. “Millions of New Yorkers depend on not-for-profits to respond in times of emergency, provide health care, and offer vital community assistance, among many other services.

Senate Gives Final Passage to Bill to Protect OPWDD From Funding Cuts

The New York State Senate today gave final passage to legislation (S4777D), sponsored by Senator Martin Golden (R-C, Brooklyn), that would protect providers of services for the developmentally disabled from state funding cuts. The legislation would appropriate up to $90 million, or as much as is needed, to the Office for People with Developmental Disabilities (OPWDD) to protect providers from funding reductions if recommended savings measures falls short of projections.
