SEN. BALL ANNOUNCES IDC SUPPORT FOR DISABLED VETERANS’ LEGISLATION

 

     

    Albany, N.Y. – 1/29/2013 – Senator Greg Ball (R, C, I – Patterson) Chairman of the Senate Homeland Security Committee today announced that his piece of legislation S3038, has the support of the Independent Democratic Conference.

    Today at a press conference entitled ‘Jobs For Hero’s’, Senate Independent Democratic Conference Leader Jeffrey Klein (D- Bronx/Westchester) and Senator David Carlucci (D-Rockland/Orange) announced their support of Senator Ball’s legislation that would provide a preference in state contracts for service-disabled veterans.

    Ball’s legislation, which passed the New York State Senate last year but failed in the Assembly, would require that state agencies provide the opportunity for service-disabled veterans’ businesses to obtain state contracts.  It would establish a goal of having small businesses, owned by service-disabled veterans, to comprise a minimum of 3 percent of the agency’s contracts.  The bill also details the implementation and reporting standards to help state agencies comply with the requirement and task various commissioners, deputy commissioners, and the Attorney General, with supporting the implementation of this preference.

    “We must strengthen opportunities in state contracting for service-disabled veteran owned small businesses and I am happy to now have a partner in the IDC to do so,” said Senator Greg Ball. “The extraordinary service rendered to our nation by veterans returning with injuries incurred or aggravated in the line of duty during active service with the armed services is worthy of providing a contract preference to all service-disabled veteran businesses. With the number of returning veterans suffering with ailments like traumatic brain injury, this bill would provide a small measure of recognition and support that these heroes so fully deserve.”

    “The servicemen and women that have been injured while protecting our country deserve our full support,” said Senator Klein. “I am happy to stand with Senator Greg Ball to support his bill to give disabled veterans the opportunity they deserve in obtaining state contracts for their small businesses.”

    “The last thing we should ever do is send our brave men and women returning home from battle to the back of an unemployment line,” said Senator Carlucci.  “We must find ways to think outside the box so that we can create jobs for all New Yorkers, especially those that have served our country with honor and dignity.”

    This bill would codify for New York an identical and highly successful program adopted for federal contracting. Given the increase in the number of veterans and disabled veterans due to recent overseas conflicts, this bill would provide a small measure of recognition that this group of selfless men and women deserve.

    “Veterans are not looking for a handout, they are simply looking for an opportunity to apply their valuable skill sets and leadership qualities in a meaningful and productive way. These returning vets have the exact qualities needed by employers. We need the legislature and Governor to make these veteran friendly proposals a heightened and immediate priority, just as other states have already done,” said Senator Ball.
