Senate Approves Members To Key Budget, Banking, Health And Environmental Boards

 

    The New York State Senate confirmed 24 appointees to key boards today, including members to the Independent Authorities Budget Office, Port Authority of New York and New Jersey, Port of Oswego Authority, Public Employment Relations Board, State Banking Board, Great Lakes Protection Fund, Republic Airport Commission, Medical Advisory Committee, Advisory Council on Alcoholism and Substance Abuse Services, Citizen’s Policy and Complaint Review Council, Continuing Care Retirement Community Council, Minority Health Council, State Hospital Review and Planning Council and Board of Visitors Broome Developmental Disabilities Services Office.
     
    David J. Kidera (Delmar)
    Director, Independent Authorities Budget Office

    Mr. Kidera has served the New York State government for the past 32 years, acting in a multitude of capacities with several different offices. His focus and most significant experience has been with policy development and financial analysis. He currently directs the Authority Budget Office, which he was appointed to establish and manage. Since 1978, Mr. Kidera has worked in the New York State Division of the Budget, and has worked on special assignments for the Office of the Governor, Office of the State Comptroller, Commission on Educational Structure, Policies and Practices and Advisory Council on State Productivity. Mr. Kidera received his B.A. from Fordham University and M.A. from George Washington University.
     
    Jeffrey A. Moerdler, Esquire (Riverdale)
    Commissioner, Port Authority of New York & New Jersey

    Mr. Moerdler has been a practicing attorney for nearly three decades, currently serving as Partner and New York Office Section Head of Real Estate and Communications Sections at the law firm of Mintz, Levin, Cohn, Ferris, Glovsky & Popeo, P.C. He began working in the offices of the Borough President of Manhattan and the New York City Mayor before finishing his law degree and serving as law clerk to the Honorary Charles L. Brieant. A successful general commercial real estate attorney, Mr. Moerdler was elected to the American College of Real Estate Lawyers in 2002 and for three straight years from 2006 to 2008 he was named a New York Super Lawyer in The New York Times. Mr. Moerdler received his B.A. from Columbia College, Columbia University and his J.D. from the New York University of Law.
     
    Gerald H. Brown (Oswego)
    Member, Port of Oswego Authority

    A lifetime resident of Oswego, Mr. Brown is a 20 year Navy Veteran and also spent 20 years with at the Niagara Mohawk Nuclear Facility. In his two decades with Niagara Mohawk, he served as an Armed Nuclear Guard, Rural Meter Reader, Maintenance Mechanic, Auxiliary Operator and Plant Operating Clerk. Mr. Brown served on the USS Capricornus Phibron Eight during the Cuban Missile Crisis and then spent time as a Court Martial with the Navy. He was educated at SUNY Oswego and the Naval Justice School.
     
    John K. Smith (Oswego)
    Member, Port of Oswego Authority

    Mr. Smith served SUNY Oswego for over thirty years, with experience as a professor, administrator, professional writer, lecturer, public speaker, mediator and researcher. His areas of teaching include the humanistic study of communication, public speaking and communication theory. An engaged political consultant and researcher, Mr. Smith has been honored many times, including being a recipient of the Dr. Martin Luther King, Jr. Community Service Award, the International Awareness and Peace Award and Chancellor’s Award for Excellence in Teaching. Mr. Smith has a B.A., M.A. and Ph.D. from Northwestern University.
     
    Sheila Cole (Delmar)
    Member, Public Employment Relations Board

    With 25 years of experience in both the public and private sectors, Ms. Cole, an attorney, has served a wide range of industries, including state and local government, transportation, manufacturing, health care, nuclear energy and education/higher education. Currently a full-time labor and employment arbitrator and mediator, she is a member of the National Academy of Arbitrators, former Secretary and Executive Board Member (Labor and Employment Law Section) of the New York State Bar Association and the American Arbitration Association. Ms. Cole received her B.S. from Cornell University and J.D. from Albany Law School.
     
    Franz Leichter (New York)
    Member, State Banking Board

    Mr. Leichter has a long and storied history of public service in the state of New York. He served in the State Legislature for nearly 30 years, first as an Assemblyman and then as a Senator, representing parts of Manhattan and the Bronx. After leaving the Legislature, he served as Director of the Federal Housing Finance Board from 2000 to 2006, a position that he was nominated for by the President of the United States. He has also been a practicing attorney for the past 43 years, even throughout his time in the Legislature. Mr. Leichter served in the U.S. Army and was honorably discharged. He received his B.A. from Swarthmore College and J.D. from Harvard Law School.
     
    Matthew J. Driscoll (Syracuse)
    Member, Board of Directors Great Lakes Protection Fund

    Mr. Driscoll, the 52nd Mayor of the City of Syracuse, spent 15 years as an elected public official in Syracuse. He served two four-year terms as Mayor, more than three as President of Common Council, two years as Second District Common Councilor and one year as Third District Common Councilor. As Mayor, he brought Syracuse to national prominence in Popular Science Magazine as the city ranked as the #17 greenest city. Mr. Driscoll was the recipient of the 2008 Environmental Protection Agency Certificate of Leadership for his Environmental Stewardship, the 2006 Energy Efficiency Mayor’s Award from the United States Energy Association and the 2005 EPA Award of the Year for Climate Protection.
     
    Robert W. Bodenmiller (West Babylon)
    Member, Republic Airport Commission

    For more than two decades, Mr. Bodenmiller has served the citizens of Suffolk County as a Police Officer. Prior to joining the force, he spent several years with the Gunman Aerospace Corporation in Bethpage, New York where he performed fire inspections and suppression. He acted in the same capacity for the Fairchild Republic Aviation Corporation in the late 1970s as well. Since 1972, he has been a member of the East Farmingdale Fire Company where he has held many titles, including Chief of the Fire Company, Assistant Chief, Captain and Captain of Rescue. Mr. Bodenmiller is a certified New York State Medical Technician, Fire Service Instructor and is federally certified in the National Incident Management System.
     
    John Angerosa, Jr. M.D. (Scotia)
    Member, Medical Advisory Committee

    Dr. Angerosa has over 30 years of experience practicing medicine in the state of New York. After receiving his B.S. from Union College he traveled overseas to Bologna, Italy to study medicine at the University of Bologna. After medical school, he returned to New York to perform his residencies at the University of Buffalo Medical School and then Albany Medical College where he specialized in head and neck surgery. Dr. Angerosa entered private practice in the late 1970s, and aside from a brief Fellowship in Plastic and Reconstructive Surgery of the Head and Neck in Beverly Hills, California, he has been practicing in Schenectady ever since.
     
    Jill Braverman-Panza, M.D. (Clifton Park)
    Member, Medical Advisory Committee

    For over 20 years, Dr. Braverman-Panza has been a practicing doctor with several private practices. She started with Capital District Bariatric Medical Practice, then joined with another physician to partner a private practice, and since 1994 has been the sole owner of the Braverman-Panza Medical Group in Albany. She has been appointed to several professional boards, including President of the Living Resource Foundation Board, Regional Governor of the Northeast Region-American Medical Women’s Association and President of the Professional Women’s Network. In 2007 and 2008 she was chosen by Capital Region Magazine as a “Best Doctor” and is a recipient of the Chamber of Commerce Women of Excellence in Business Award. Ms. Braverman-Panza received her B.A. from Skidmore College and her M.D. from Albany Medical College.
     
    Douglas Grant Fish, M.D. (Schenectady)
    Member, Medical Advisory Committee

    Dr. Fish currently serves in several capacities at Albany Medical College, including Medical Director of the Designated AIDS Treatment Center, Division Head of the Division of HIV Medicine, Medical Director of the In-patient Infectious Disease Unit and Assistant Professor, Department of Medicine in the Divisions of HIV Medicine and Infectious Disease. He is well respected for his knowledge and dedication to the treatment of HIV/AIDS as a Member of many boards and committees, including International AIDS Society U.S.A. Core Faculty, the HIV Guidelines Committee of the New York State Department of Correctional Services and the American Academy of HIV Medicine. Dr. Fish received his B.S. from Texas Christian University and M.D. from Ohio State University College of Medicine.
     
    Carl P. Sahler, Jr. M.D. Ph.D. (Canandaigua)
    Member, Medical Advisory Committee

    Dr. Sahler has been the General Internist at the Canandaigua Medical Group, P.C. since 1977. The same year he joined the Canandaigua Medical Group, he has also became a Clinical Instructor with the Department of Internal Medicine at the University of Rochester School of Medicine and Dentistry and Attending Physician at F.F. Thompson Hospital. He is a member of several medical committees, including the Board of Directors, Canandaigua Medical Group, P.C., the Hospital Board of Directors at F.F. Thompson Hospital and the New York State Medical Advisory Committee. Dr. Sahler received his B.A. from Princeton University, his Ph.D. from SUNY Buffalo and his M.D. the University of Rochester School Medicine and Dentistry.
     
    Anthony P. Tartaglia, M.D. (Delmar)
    Member, Medical Advisory Council

    A licensed physician since 1959, Dr. Tartaglia has four decades of experience in the field of medicine. After finishing his residency at Albany Medical Center Hospital in the early 1960s, he joined the hospital as Assistant Attending Physician and Assistant in 1963. In 1970 he became Hematologist in Chief and since 1975 has been with the hospital as Attending Physician and Hematologist. He also acts as Consulting Physician at the Albany Veteran’s Administration Hospital, a position he has held since 1994. Dr. Tartaglia was Dean of Albany Medical College for several years in the 1990s. He has been a member of the American Medical Association since 1963, and has served a long list of medical associations, including President of the Albany County Medical Society and Member of the New York State Hospital Review and Planning Council. Dr. Tartaglia received his B.S. from Union University and M.D. from Rochester Medical School.
     
    Raul Vazquez, M.D. (Williamsville)
    Member, Medical Advisory Committee

    For nearly 15 years, Dr. Vazquez has been with the private practice Urban Family Practice, P.C., of which he is the founder and President. Since 1992, he has been an Assistant Clinical Professor at the SUNY Buffalo School of Medicine and has also served in several capacities with Sheehan Memorial Hospital, Buffalo Columbus Hospital and Niagara Family Health Center. He has received a list of awards throughout his career, including M&T Bank Small Business of the year Medical Sector, the National Hispanic Heritage Achievement Award and Hispanic Women’s League Community service award, and has been honored by Hispanic United of Buffalo Hispanic Heritage. Dr. Vazquez received his B.S. from Fordham University and M.D. from SUNY Buffalo School of Medicine and Biomedical Science.
     
    Nidia E. Martinez-Godfrey (Kingston)
    Member, Advisory Council on Alcoholism and Substance Abuse Services

    For nearly a decade, Ms. Martinez-Godfrey has served as Program Coordinator at the New York State Office of Court Administration City Poughkeepsie Drug Treatment Court where she oversees the administration of the program. She also continues to be a Case Manager with the Kingston Hospital First Step Program, a position she has held for the past decade. Her career of helping troubled individuals began at St. Francis Hospital’s Turning Point Detox Unit as an Alcoholism Counselor in 1990. In January of 2009 she was appointed Commissioner of the Ulster County Human Rights Commission. Ms. Martinez-Godfrey received her B.S. from SUNY Empire State College and is a licensed New York State Alcohol/Substance Abuse Counselor.
     
    Paul N. Samuels (New York)
    Member, Advisory Council on Alcoholism and Substance Abuse Services

    Since 1992, Mr. Samuels has served as Director and President of the Legal Action Center. He has been with the Legal Action Center since 1979, where he began as a Staff Attorney and then Executive Vice President before coming into his current position. Mr. Samuels also spent several years as an instructor at Columbia University School of Law. He has served on the Advisory Council for the National Institute on Alcohol and Alcoholism Abuse and is currently on Expert Panels for both the Center for Substance Abuse Treatment National Treatment Plan and the National Leadership Institute. For almost a decade in the 1990s he was on the New York Governor’s Advisory Council on Alcoholism. Mr. Samuels is well published on substance abuse and treatments and has also been awarded the Robert Wood Johnson Innovator Combating Substance Abuse Award. Mr. Samuels received his B.A. from Harvard College and J.D. from Columbia University School of Law.
     
    Douglas E. Landon (Amsterdam)
    Member, Citizen’s Policy and Complaint Review Council

    Beginning his career as City Negotiator for the City of Amsterdam, Mr. Landon has been practicing law for the past two decades. Currently, he is both a self-employed attorney and also serves as County Attorney for Montgomery County and Village Attorney for Fort Johnson and Hagaman. An active citizen, Mr. Landon is Director and Treasurer of the Sok Nam Ko Educational Exchange Foundation and is a former Trustee and Secretary for Amsterdam Memorial Hospital. He received his B.A. from Union College and J.D. from Albany Law School.
     
    Burton Schoenbach (New York)
    Member, Citizen’s Policy and Complaint Review Council Board

    Mr. Schoenbach has built up a long list of accomplishments throughout his career, beginning with his service as Vice Chairman of the industry Advisory Board of the Joint Legislative committee to review corporate laws through his current position as Executive Director of the Urban Economic Development Corp. He has been a consistent force in prison community building, as he created a program using inmate labor to build a community center, which was the first in New York State. Mr. Schoenbach is involved with many boards an associations, as he currently is Chairman of the Federal Bureau of Prisons Half-Way House for the United States Southern District and is also a member of the New York State Police Trooper Foundation Advisory Committee.
     
    Robert G. Spann (South Setauket)
    Member, Continuing Care Retirement Community Council Board

    Mr. Spann has spent over a decade serving his community as both chairman and vice-chair of the Residential Council for the Jefferson Ferry Active Retirement Community as well as President  of the Congregational Church of Manhasset.  His professional career was spent researching, developing and consulting for major companies on electronic systems and finally as manager of research and development projects for Unisys Systems Management in Great Neck, NY.  Mr. Spann received his BSEE from Cooper Union in New York City and his MSEE and Professional Degree from Columbia University  in New York City.
     
    Melody S. Goodman, M.S., Ph.D. (Queens)
    Member, Minority Health Council Board

    Ms. Goodman has over 10 years as an educator at various universities instructing and lecturing  on Biostatistics and Health Care Policy and is currently Assistant Professor of Preventive Medicine, Graduate Program in Public Health at Stony Brook University School of Medicine in Stony Brook, NY.  She earned a Bachelor of Science graduating Summa Cum Laude from the University of Stony Brook, a Master of Science from the Harvard School of Public Health in Boston , MA and a Ph.D. in Biostatistics from Harvard University in Cambridge MA.
     
    Antonio Pagán (New York)
    Member, Minority Health Council

    For the past six years, Mr. Pagán has served as Senior Project Officer for the Mailman School of Public Health at Columbia University. Before coming into his current role, he was the Senior Management Consultant and then Senior Associate Director for HIV Services for the New York City Health and Hospitals Corporation. Mr. Pagán, a licensed Social Worker, has also served as a Mental Health Consultant to The Children’s Aid Society and Program Consultant for the Columbia University School of General Studies. He has his Masters in Social Work from Columbia University’s School of Social Work and his Bachelors in Psychology from Columbia College.
     
    Susan C. Schrimshaw (Troy)
    Member, Minority Health Council

    An experience education administrator since 1988, Ms. Scrimshaw received her Master Degree and Ph.D. from Columbia University. Committed to learning more about Latin America and Medical Anthropology, Scrimshaw completed her dissertation on the “Culture, Environment, and Family Size: A study of urban in-Migrants in Guayaquil, Ecuador”. Susan Scrimshaw is currently the President of The Sage Colleges. 
     
    Ellen E. Grant (Grand Island)
    Member, State Hospital Review and Planning Council

    A highly accomplished Executive with over twenty-five years of health, behavioral health and managerial leadership, Ms. Grant is founder and President of First Advantage Consulting. Until recently, she also served as Vice President of Community Affairs for BlueCross BlueShield of Western New York. Committed to empowering women in this field and helping individuals develop management skills, Grant published “Managing Black and White, a Guide for the Professional Woman of Color” and “Self-Marketing Skills for the New Administrator”. Ellen Grant received her B.A., M.S.W. and Ph.D. from SUNY Buffalo.
     
    Ann Brigid Sullivan (Morris)
    Member, Board of Visitors of the Broome Developmental Disabilities Services Office

    Ms. Sullivan, a homemaker and mother of 6, currently serves on the Board of Visitors as she was appointed in 2005. As a mother of children with disabilities, she has been active in services for the disabled for many years. She is a former Board Member of NYSARC and Chair of Prevention Committee, and is also a 25 year member of the Committee on Special Education and Committee on Pre-School Education. Ms. Sullivan attended the College of St. Joseph the Provider and Sage College of Albany.
