Important Bills Passed This Week: Stimulating Energy Conservation, Expanding Green Geothermal Energy Use, The CARE Act

Stimulating Energy Conservation: Energy Star appliances are certified by the Environmental Protection Agency (EPA) to provide significant energy conservation as compared to other models in their product categories. Many energy providers and agencies already offer discounts or rebates on services for purchasing or using Energy Star equipment to encourage consumers and businesses to reduce their energy usage and carbon footprints. Senate Bill S1804 exempts Energy Star appliances from state sales and compensating use taxes and offer local governments the option to offer additional exemptions. By making upgrades more affordable it would encourage replacement of less efficient models with Energy Star certified products.

Statement From Senate Democratic Conference Leader Andrea Stewart-Cousins on New Teacher Evaluation System

“Rushing to implement a new teacher evaluation system would be misguided. We’ve been down this road before and we’ve seen where faulty and fast implementation of poorly conceived education changes leads. Demonizing teachers, over-testing students and rushing major reforms will not improve our education system, it will only cause more problems. Delaying the implementation of this new teacher evaluation system is the minimum step that should be taken.”

League of Women Voters of Westchester's Running and Winning Workshop

(White Plains - April 16th) Senator Stewart-Cousins had an opportunity to speak to the next generation of political leaders at the League of Women Voters of Westchester's Running and Winning Workshop in White Plains. The program is for young women, juniors and seniors, who are chosen to participate because of their interest in pursuing public service as a career. Co-sponsors of the event were the Association of American University Women and the YWCA of White Plains and Central Westchester. The Senator ran into White Plains City Councilwoman Nadine Hunt-Robinson, who is currently in her first term in office.

Health Coverage Special Enrollment Deadline is April 30th

The federal government has allowed a special enrollment period for New Yorkers that paid a tax penalty last year for not having health insurance and still lack coverage this year, or have had a qualifying life event such as marriage, becoming a citizen or loss of job.

Volunteer New York! First Annual Fatherhood Conference

(White Plains - April 7th) New York's first Fathering Conference was held in White Plains on April 7th. Tony Porter, co-founder of A Call to Men, was the keynote speaker. Frank Williams of the White Plains Youth Bureau was the master of ceremonies and Bob Stien helped coordinate the event at the County Center. Some 300 participants spent time in various workshops and the Senator had the opportunity to address the group before a roundtable discussion on education.

White Plains High School Tour

(White Plains - April 7th) Senator Stewart-Cousins toured White Plains High School with School Superintendent Timothy Connors, Principal Ellen Doherty and White Plains Teacher's Association President Kerry Broderick, a biology teacher here. She had a chance to see a science lab, an art class and digital art display, and a workout room with donated equipment. An impressive school with 2,100 students!

Press Release: Senate Democratic Leader Andrea Stewart-Cousins Announces Passage of the 2015-16 New York State Budget

Yonkers, NY - New York State’s new fiscal year began April 1st with the 2015-2016 State budget in place. The $142 billion spending plan increases state spending by 2% over last year and includes $23.5 billion in education aid--an increase of $1.3 billion. The state also continues to make strides in reducing the Gap Elimination Adjustment. There are new initiatives, including $1.6 billion to provide basic health coverage for low-income New Yorkers, and important funding (detailed below) that will have a positive impact on constituents and municipalities in the 35th District.

“I congratulate Speaker Heastie and the State Assembly for passing common sense legislation that will protect women’s rights. It is deeply disappointing that the Senate Republicans continue to stand against efforts to simply codify the Roe v. Wade decision into New York State law. Unfortunately, my Senate Republican colleagues have taken a step backwards. In 1970, when the issue of reproductive health was first passed in New York, 12 Republican Senators joined a majority of their Democratic colleagues to support this landmark legislation. Today, apparently not one Republican Senator will stand up for full equality for women.”
