IN THE NEWS: Bill by Staten Island's Lanza to close loophole on internet child porn signed into law

STATEN ISLAND, N.Y. -- A bill to strengthen the law against internet access to child pornography, co-sponsored by state Sen. Andrew Lanza, has been signed by Gov. Andrew Cuomo.

The new law makes it a Class E felony to knowingly access the internet for the purpose of viewing child pornography, and states that such lewd images can never be legally possessed in New York state.

The legislation closes a loophole in the penal law, which stated that if an individual viewed child pornography on a website where the images become automatically embedded in the computer, the individual does not possess it.

GOVERNOR CUOMO SIGNS GOLDEN - LANZA BILL TO STRENGTHEN LAWS AGAINST INTERNET ACCESS OF CHILD PORNOGRAPHY

Governor Andrew Cuomo today signed legislation, sponsored by Senators Marty Golden and Andrew Lanza, that strengthens the laws against internet access of child pornography.

The new law amends New York's Penal Law to prohibit individuals from knowingly accessing with the intent of viewing child pornography on the internet. Currently, under New York law, an individual who views child pornography on a website where the images become automatically embedded in a computer does not "possess" child pornography. This legislation closes that loophole. Under the new law if an individual purposefully accesses a website, intending to view child pornography, he or she will be committing a class E felony.

SENATOR LANZA ANNOUNCES NEW LAW TO MAKE INVASIVE AND UNWANTED TELEMARKETING MORE DIFFICULT IN NEW YORK STAT

Governor Andrew M. Cuomo signed legislation today, cosponsored by Senator Andrew J. Lanza, that will reduce telemarketing by prohibiting calls that deliver prerecorded messages unless the recipient has expressly consented to such calls and requiring telemarketers to provide call recipients with the option to put their phone number on the telemarketer’s do-not-call list.Thelegislation would also give authority to the Department of State to ban telemarketing companies that violate New York’s telemarketing laws from doing business in New York State.

Health Department to Spray Pesticide in Selected Parts of Staten Island August 15 & 16

To reduce mosquito activity and the risk of West Nile virus, the Health Department will spray pesticide from trucks in parts of Staten Island on Wednesday, August 15, between the hours of 8:15 p.m. and 6 a.m. the next morning, weather permitting. In case of bad weather, application will be delayed until Thursday, August 16 during the same hours. These neighborhoods are being treated due to rising West Nile virus activity with high and/or increasing mosquito populations. The areas to be treated appear below.

SENATOR LANZA URGES STATEN ISLANDERS TO BE PREPARED FOR SEVERE STORMS AND POSSIBLE TORNADOES

Senator Andrew Lanza today urged Staten Islanders to be prepared as severe thunderstorms storms pass through the state today. The storms are forecasted to bring heavy rain, high winds, and possible tornadoes, and may cause widespread power outages.The National Weather Service today briefed state officials on the approaching storms and declared a Moderate Risk of Severe Weather for New York State. The prediction includes the possibility of high winds and possible tornadoes. At the Governor's direction, the State Emergency Operations Center will be activated today at 1:00 PM.

SENATOR LANZA ANNOUNCES NEW LAW TO HELP INCREASE EARLY DETECTION OF BREAST CANCER

Senator Lanza today announced that legislation he supported to improve early breast cancer detection has been signed into law by Governor Andrew Cuomo. The new law (S6769B) will increase women’s awareness of the presence of dense breast tissue found during a mammography exam. Dense breast tissue may make it more difficult to detect tumors.
