At the January 27, 2014 Joint Legislative Budget Hearing on Local Government, Senator Hoylman asked New York City Mayor Bill de Blasio for his position on extending a 30% of income rent cap to participants in the state's HIV/AIDS rental assistance program. Mayor de Blasio expressed "unequivocal support."

While speaking in support of State Cecilia Tkaczyk's resolution J.968, Memorializing Governor Andrew M. Cuomo to proclaim April 2013 as Autism Awareness Month in the State of New York, Senator Hoylman emphasized the importance of early intervention for young people with autism.
On March 25, 2013, Senator Hoylman spoke on the Senate Floor re: S3046, a bill that requires State Senate committee and floor votes to be made available online and session and committee meetings to be webcast. Senator Hoylman voted yes on measure and cited the need for even more transparency and committee reform.
On March 6, 2013, Senator Hoylman expressed his opposition to S2040, which prohibits the throwing, tossing, expectorating or expelling of saliva or other bodily secretion or excretion at or on an employee of a correctional facility.
