Senator David Carlucci has passed S4472D/A7767B, legislation that will provide people with disabilities and their families the opportunity to create a tax-exempt savings account that can be used for maintaining health, independence and quality of life.
In December 2014, the Federal Government passed the Achieving a Better Life Experience also known as the ABLE Act. This legislation, allows family members or caregivers to save money for a loved one that has a disability, tax free. Now that New York has passed S4472D, they can take part in this historic program.
Senator David Carlucci, as a member of the New York State Senate Heroin Task Force, has passed a bi-partisan, comprehensive legislative package to combat the heroin and opioid epidemic.
The package included Senator Carlucci’s bill S631, which establishes an assisted outpatient treatment for substance use disorders, and enables a court to order assisted outpatient treatment (AOT) for an individual with a substance use disorder who, due to his or her addiction, poses a threat to him or herself or others.
Senator David Carlucci (D – Rockland/Westchester) has passed S2198, legislation that will allow the Office of the Medicaid Inspector General to refer suspected fraud or criminality to any prosecutor of competent jurisdiction, including local District Attorneys.
New City, N.Y. – (5/26/15) – Senator David Carlucci, (D – Rockland/Westchester), Assemblyman Ken Zebrowski (D – New City), Clarkstown Supervisor Alex Gromack (D – Clarkstown), and Clarkstown residents hosted a press conference calling for stricter residency requirements for sex offenders.
Due to a loophole in New York State law, a Level 3 sex offender is currently legally residing approximately 175 feet from Nella Di Nuovo Daycare. The daycare facility is located on Lenox Avenue, in a residential area of Congers.
Retired Sergeant Frank Morea served in the United States Army from March 1942 to December 1945, unselfishly and unwaveringly serving his country during World War II. Mr. Morea served with the 77th Infantry Division, 304 Field Artillery in the Pacific Theatre in Leyte, Cebu, Kerama Retto, IE Shim, Okinawa and Hokkaido.
Mr. Morea has received many awards for his dedication and service to the United States Army and his country. Some of these recognitions include the Asiatic Pacific Three Star Citation, the World War II Medal, Philippine Independence Medal, Good Conduct Mechanic’s Medal and the Conspicuous Service Medal.

Senator David Carlucci (D – Rockland/Westchester), hosted a press conference on Friday, May 15th to call for the passage of S3858, legislation that will authorize the New York State Department of Transportation to collaborate with other organizations to find out which grade crossing lanes are not safe, and how much it would cost to fix them.
The House Appropriations Committee unanimously approved an amendment to increase funding set aside for railroad grade crossing improvements in the Highway Safety Improvement Program by $130 million. Although the numbers of accidents and fatalities at level grade rail crossings have fallen steadily on a national level, they have increased in New York State.
Dream “The Dreamster” Shepherd is 10 years old and was born with sickle cell disease. The hereditary blood disorder resulted in complications for her, including chronic pain and a stroke at five years old. Despite facing this terrible disease, Miss Shepherd has shown tremendous heart and bravery that deserves to be recognized.
If this had been a more serious incident, there is no way the millions of people who were home celebrating Mother's Day with their families would have been able to evacuate in a safe, timely manner,” said Senator David Carlucci. “Just last week one part of Indian Point was shut down to repair a water leak. This week a transformer fire. How many more wake-up calls do we need before we start seriously exploring new options for replacing an aging facility that has been operating without a renewed license for two years? Under no circumstances should the Nuclear Regulatory Commission renew Indian Point's license and I support Governor Cuomo’s call for an investigation.”
Senator David Carlucci (D – Rockland/Westchester) chartered a bus for almost fifty students from Rockland County to the New York State Capitol in Albany to host a Mock Session.
Senator Carlucci’s Student Advisory Council prepared for the Mock Session by choosing bills to debate, on issues including paid family leave, banning flavored tobacco products and raising the minimum wage. Students also drafted and voted to pass legislation that increased voter registration by creating a "motor voter" automatic registration system and allowing for the pre-registration of 16 and 17 year olds.

The Women of Distinction Ceremony is an annual event that honors leading women from across the state for their achievements in business, academics and civics, as well as those who have performed heroic or selfless acts, made significant discoveries or provided examples of personal excellence against difficult odds.

Senator David Carlucci (D – Rockland/Westchester) has sent a letter to New York State Health Commissioner Howard Zucker, requesting he issue a Standing Order for the drug Naloxone.
Naloxone (also known as Narcan) is an “opioid antagonist” medication, used to counter the effects of opioid overdose. This life saving medication is used in opioid overdoses to counteract life-threatening depression of the central nervous system and respiratory system.
In honor of Earth Day, I was joined by Jack, Lauren and a group of volunteers for our Roadside Cleanup. I know how important it is to protect our environment with legislation, but that will only bring us so far, sometimes you need to roll up your sleeves and get to work. Senator David Carlucci (D – Rockland/Westchester), Ari Aufgang of Aufgang Architects and Brooker Engineering hosted a “Roof Topping Ceremony” for Suffern Building Works, a commercial plaza that is the largest new commercial investment on Main Street that the Village of Suffern has seen in years.
The lot, which has been vacant for over 60 years, will house 28 thousand square feet of state of the art office and retail space, and draw 80-100 employees to the Village of Suffern.
Senator David Carlucci (D – Rockland/Westchester), planted a tree in celebration of Earth Day with the students of Grandview Elementary School.
“I have always enjoyed Earth Day,” said Senator Carlucci. “It’s important to show children how fun and easy it is to make our Earth a healthier place. As State Senator, I know how important it is to protect our environment with legislation, but that will only bring us so far, sometimes you need to roll up your sleeves and get to work.”

Senator David Carlucci will be hosting a Senior Advisory Council Meeting on Friday, April 17th from 12:00 p.m. – 1:30 p.m. at the Nanuet Public Library, located at 149 Church St, in Nanuet, NY.
Senator Carlucci’s Senior Advisory Council gives seniors the opportunity to provide input on legislative matters and keep the Senator updated on their thoughts and concerns.
During the April meeting, Vivienne Dieckmann, Master Gardner for Cornell Cooperative Extension will be speaking to seniors about "Crops in Pots" – how to grow vegetables, flowers, fruits in pots and containers for individuals who do not have a yard or who do not intend to build a garden from scratch.
