Senate Passes Bill Calling for MTA Forensic Audit

The New York State Senate passed legislation (S4637)  co-sponsored by Senator David Carluucci (D-Rockland/Orange) that would commence a forensic audit of the public authority.

Under the legislation, the audit, which would be the first true top-to-bottom review of the MTA, would be conducted by an independent outside auditing firm and be paid for by the authority.

Senate Passes Legislation that will Eliminate the MTA Payroll Tax

The New York State Senate passed legislation (S5596A) co-sponsored by Senator David Carlucci (D-Rockland/Orange) that will repeal the job killing MTA Payroll Tax.

“This is a job killing onerous tax that never should have been implemented,”  Senator Carlucci said.  “New York State needs to become much more business friendly, incentivizing businesses to open and operate here rather than chasing them out of state with oppressive taxes.  Eliminating this ill conceived tax will provide some relief to our overburdened small business owners.”

This legislation will phase out the MTA payroll tax, eventually eliminating it completely.  The phase out schedule is as follows:

State Senate Passes Carlucci Priority Bill To Allow Schools/ Local Gov'ts to Pool Resources, Cut Costs

 

 The New York State Senate today passed priority legislation sponsored by Senator David Carlucci (D-Rockland/Orange) that will cut costs and lower burdens on taxpayers by streamlining the process for schools and other local governments to jointly consolidate healthcare-related and administrative operations.

“This legislation will give municipalities the tools that they need to cooperatively provide services and administer municipal employee benefits which are a major part of the cost of running local municipal governments,” Senator Carlucci said.  “Through common sense measures such as this we can save taxpayer dollars and provide quality services to employees.”

The Public Integrity Reform Act of 2011 Passes Both Houses

Senator David Carlucci (D-Rockland/Orange)  joined his colleagues in the Senate and the Assembly today to pass a comprehensive ethics reform package that strengthens oversight of the State Legislature, increases transparency, and helps restore the public's faith in their state government.

Senator Carlucci: Saving Taxpayer Dollars and Reducing Waste

The State Senate passed legislation (S4818A) sponsored by Senator David Carlucci (D-Rockland/Orange) that will reduce state expenditures by eliminating requirements to provide free hard copies of the State Register to city, village and town clerks as well as state agencies and legislators.

 

The State Register is a booklet that lists rulemaking actions and other public notices and is updated weekly.  A free online version of the registry has been available since 2003.  Entities will be allowed to opt out of receiving a hard copy, but no entity wishing to receive the hard copy will be denied.

Three Way Ethics Reform Package Agreement

On Saturday May 21 Senator David Carlucci hosted the Orange and Rockland County Women of Distinction Awards Luncheon, to pay tribute to women leaders who have made extraordinary contributions in their professions or their communities at the Crowne Plaza in Suffern.

Report Shows $391 Million Positive Impact for Marriage Equality

Senator David Carlucci and the Independent Democratic Conference today reaffirmed its support for marriage equality and released a report showing that New York State stands to generate some $391 million in increased economic activity, revenue, and savings during the three years after it is made law.

The IDC released their report, “For Love or Money?: The Economic Impact of Marriage Equality in New York,” while standing with advocates and constituents who are pushing to make marriage equality a reality in New York.

Senator Carlucci Hosts Screening of the Film Gasland

 Senator David Carlucci on Friday, May 6th hosted a screening of the documentary Gasland by filmmaker Josh Fox who was asked to lease his land for hydrofracking.  The film follows his travels exposing the dangers and hazards related to gas drilling.

Over 60 people attended this important event to inform the public about the potential dangers of hydrofracking.

Please join Senator David Carlucci on Saturday, April 30th for  the Great American Cleanup in Rockland County. Senator Carlucci will be cleaning the northern section of New York State Route 304, which he had adopted as part of the Adopt-A-Road program. Senator Carlucci and team  will be meeting at Dr. Davies Farm Stand located on Route 304 in Congers.

Senator Carlucci will hold a screening of Gasland, a  documentary by filmmaker Josh Fox who was asked to lease his land for hydrofracking.  The film follows his travels exposing the dangers and hazards related to gas drilling.

Preserve, Promote and Grow Local Farms

(Congers, NY) Senator David Carlucci (D-Rockland/Orange) announced today important legislation that will preserve, promote and grow New York’s local farms. The Senator was joined by farmers, members of the agriculture community and renowned Chef Peter Kelly at the Dr. Davies Farm in Congers.

“Preserving New York’s farmland and promoting our fine agricultural products is a top priority,” Senator Carlucci said. “While New York farmers have risen to meet the many challenges they face in a globalized agricultural economy, they can still use the help that New York State can provide. Lauren's Law Passes the State Senate

(Albany, NY) The New York State Senate passed Lauren’s Law (S3885a), sponsored by Senator David Carlucci (D-Rockland/Orange) that will prohibit a driver's license application from being processed unless the organ donation section is filled out. Applicants would have to check a box stating “yes,” or “not at this time.” There currently is an organ donation section on the application, but it is not required to be filled out.

This change would increase organ donation in New York, which ranked last in the country for the number of new donors.

Passing Lauren’s Law today has very special meaning to heart transplant survivor Lauren Shields, the namesake of the bill as it is also her eleventh birthday.
