Independent Democratic Conference Plan would save $37 million; Strengthen State IG Office

The Independent Democratic Conference today released a plan to streamline New York's patchwork Inspector General system and further empower the State Inspector General to be the top watchdog of New York's bureaucracy.

This proposal, which would eliminate overlapping and duplicative layers of state government and consolidate what are often competing operations, would result in $37 million in savings.

Crossbow Legislation Signed Into Law By Governor

ALBANY, N.Y.— Legislation sponsored by David J. Valesky (D-Oneida) allowing crossbows to be used during hunting season was signed into law by Governor David Paterson.

"Expanding New York’s hunting regulations to include crossbows will expand Upstate’s economic opportunities,” said Senator David J. Valesky (D-Oneida). “It will provide increased revenue to the state and our local communities through licensing and will also draw in out of state hunters looking to experience hunting in New York.”

Valesky Legislation Expanding Historic Rehabilitation Tax Credit Signed into Law

SYRACUSE, N.Y. – Legislation sponsored by State Senator David J. Valesky (D-Oneida) that expands the Historic Preservation Tax Credit (S.7556) was signed into law. The expansion allows banks and insurance companies to claim the tax credit, which will have a positive effect on commercial development efforts of historic structures across the state.

“Continued economic development is integral to the growth and expansion of our Upstate communities,” said Senator Valesky. “By allowing banks and insurance companies to utilize the HRTC, we are creating more incentive for companies to invest in larger projects in Upstate New York, which will spur economic growth and development.”

Bill Extending Health Benefits for Volunteer Firefighters Signed by Governor Paterson

ALBANY, N.Y.— Governor David Paterson signed legislation sponsored by Senator David J. Valesky (D-Oneida) that will extend cardiovascular health benefits for volunteer firefighters an additional five years (S.2769A).

“Everyday volunteer firefighters across New York put their lives on the line to protect our communities,” said Senator David Valesky. “Extending their benefits enables them to continue to protect the places they live, without compensating their health coverage.”

According to the law, firefighters stricken with heart problems while performing their duty are allowed to claim benefits unless substantial evidence is given that their activity as a firefighter did not cause the heart disease.

Valesky Trapping Legislation Signed By the Governor

SYRACUSE, N.Y.-- Legislation sponsored by State Senator David J. Valesky (D-Oneida) allowing the Department of Conservation to assign personal identification numbers to trappers (S.2622) has been signed into law. 

“This legislation will enable the DEC to protect the public, while at the same time protecting trappers’ private information,” said Senator Valesky.

The new law will allow trappers to substitute personal information with an identification number assigned by the DEC. Currently, the Department of Environmental Conservation requires that all traps must display trappers’ names and addresses. The ID number will be traceable only by police and the DEC.

Valesky Legislation Supporting Local Wineries and Orchards Signed Into Law

SYRACUSE, N.Y.— Governor Paterson has signed legislation sponsored by Senator David J. Valesky (D-Oneida) that supports growth and investment in vineyards and orchards, two major agricultural crops in New York State.

The bill streamlines an existing property tax exemption for new or replanted vineyards or orchards that proved burdensome for farmers (S.5501).

“Wineries and orchards provide substantial economic impact in Central and Upstate New York,” said Senator Valesky. “This legislation is a cost saving measure for farms, and in these difficult economic times, every dollar saved helps.”

Senator Valesky Hosts Energy Saving Workshop

SYRACUSE, N.Y.— State Senator David J. Valesky (D-Oneida) is sponsoring a special seminar to help homeowners and renters save money on energy costs.

“Energy costs are a big concern in Upstate New York,” said Senator Valesky. This event will provide people with information about how to reduce their bills when they need it.”

Representatives from local utility companies will present cost saving tips on reducing energy, heat, and hot water bills. Also, representatives will detail the specific charges listed on utility bills, and show participants where they might be able to decrease their usage. For example, replacing five lights with Energy Star lightbulbs will save $9 per month.
