Senator Farley Calls on Governor To Remove Utility Tax Surcharge Extension From Executive Budget

State Senator Hugh T. Farley (R, C, I - Schenectary) and fellow Senate Republicans recently urge Governor Cuomo to remove the proposed extension of the utility tax surcharge from his Executive Budget. The 18-a surcharge, which has increased utility bills for every ratepayer in the state, is scheduled to expire on March 31, 2014. The Governor's proposed five-year extension would cost businesses and consumers a total of almost $3 billion.

State Senator Hugh T. Farley (R, C, I - Schenectady) met with Carol Beebe (left) of Clifton Park and a member of the New York School Nutrition Association, John Ricci of Clifton Park and representative of ConAgra Foods, and Teal Carpenter (right) of Stratford and a member of the New York School Nutrition Association on January 29th in Albany. Senator Farley Meets With Merriam Agency to Discuss Business Climate in New York State

State Senator Hugh T. Farley (R, C, I - Schenectady) met with Brian Merriam of Schenectady and President of the Merriam Insurance Agency, Merriam's daughter who is the fifth generation Merriam to work at the company, and James Dick and Joshua Crowder who are several employees of the agency on January 29th in Albany. The agency was in Albany as part of the Independent Insurance Agents & Brokers of New York Lobby Day and was advocating for an improved business climate in this State as well as voicing their concerns over worker's compensation, health insurance and various laws and regulations. The Merriam Insurance Agency has been in business in New York State for 118 years.

Stay Informed Throughout the State Budget Process

Governor Cuomo has just unveiled his Executive Budget proposal for the State Fiscal Year 2013-14, marking the start of the annual budget debate and negotiation process.

I am carefully reviewing all aspects of the Governor's plan, in order to ensure that it meets the needs of our local communities, as well as our state as a whole. I am already concerned about the school aid portion of his proposed budget and will be examining the numbers thoroughly. I have already heard concerns from schools in my district about their figures. I also share the concerns of local municipalities and schools that we need more action on mandate relief.

Senator Farley Tours Johnstown Library

State Senator Hugh T. Farley took a tour of the Johnstown Public Library with Director Erica Wing on January 25th. Wing invited the Senator to look at improvements the library made with funding obtained by Senator Farley. Senator Farley obtained special education grants in 2012 for all of the libraries in his district, including the Johnstown Public Library. As Chairman of the Senate Special Committee on Libraries, Senator Farley said, "I am proud to have been a lifelong advocate for libraries, and will continue my efforts to assist them in meeting the needs of the public."

Subject: Key Priorities as 2013 Session gets Underway

With the Governor kicking off the 2013 Legislative Session on Wednesday with the annual State of the State Address, I wanted to take this opportunity to highlight some of my key priorities as the new Legislative Session gets underway.

Providing Tax Relief: Mandate relief continues to be a priority to me as counties, local municipalities and schools struggle with their budgets. I will also be redoubling my efforts to fight for additional tax relief at the State and local levels.

Creating Jobs: We must also focus on pursuing policise that will help revitalize our economy, strengthen small businesses and create thousands of good, new jobs for our local economy.

Senator Farley Salutes Schenectady Physicians

State Senator Hugh T. Farley (R, C, I - Schenectady) recently had the pleasure of presenting the New York State Senate Liberty Medal to Dr. Clifford Tepper and Dr. Arnold Ritterband, co-medical directors of the Schenectady Free Clinic. Both are retiring after dedicating numerous years of free medical knowledge to uninsured residents of Schenectady.

In 2002, Drs. Ritterband and Tepper were advocates of Senator Farley's legislation that authorized the creation of the volunteer-based organization. In 2006, another Farley-sponsored measure made the Schenectady County pilot program permanent, and in 2008 Senator Farley sponsored the law which expanded the program Statewide.

Storm Update and Preparation

There is a lot of concern about the potential impact of Hurricane Sandy. I have been in contact with the Governor’s office, and have urged that steps be taken now to lower reservoir levels in the area to help absorb any rainfall.

The Governor reports that measures are being implemented, and several other steps have been taken to prepare for a potential emergency.

Senator Farley Announces Domestic Violence Legislation Signed Into Law

As October is designated as Domestic Violence Awareness Month in New York State, State Senator Hugh T. Farley (R, C, I - Schenectady) found it fitting that a new comprehensive package of legislation was signed into law this week by the Governor that protects victims of domestic violence and establishes stronger criminal penalties to punish individuals who commit acts of domestic violence.

"Although New York State already has a number of strong domestic violence protections, many domestic violence abusers repeatedly commit offenses," Senator Farley said. "This legislation will help the victim, as well as the prosecution of these crimes, and hopefully deter the offender from repeat actions."

Senator Farley Offers Halloween Safety Tips

As the Halloween festivities begin, State Senator Hugh T. Farley (R, C, I - Schenectady) reminds families to be safe when trick-or-treating.

"Halloween is a fun time of year for the youngsters as they get to dress up as their favorite characters and collect candy," Senator Farley said. "But it can also be needlessly dangerous if precautions aren't taken."

Senator Farley Offers Safety Tips as Part of Fire Prevention Month

October is National Fire Prevention Month and as part of that commemoration, State Senator Hugh T. Farley (R, C, I - Schenectady) offers safety tips.

"Protecting our loved ones is the responsibility of every parent, neighbor and citizen," Senator Farley said. "That's why it is important to stay informed on fire safety and to take steps to protect yourself and your families."

Senator Farley said it is important that everyone in your family knows to call 911 from a safe location to report a fire or other emergency. Have your children practice what they would say on the phone in case of a real emergency.

Senator Farley a "Friend" of NYS Farm Bureau

State Senator Hugh T. Farley (R, C, I - Schenectady) was honored to be named part of the New York State Farm Bureau's Circle of Friends for the 2012 Legislative Session.

Senator Farley has been a friend of the Farm Bureau for numerous years and this year's honor reaffirms his continued support for the farm community.

"We must remember agriculture is one of New York's top industries and is vital to our economy," Senator Farley. "Farms create jobs, generate significant economic activity and contribute to the tax revenue. Agritourism is also a wonderful asset to this area. We need to support our farmers as they support our area's economy and growth."

Senator Farley will be given the award at the NYS Farm Bureau's 2013 State Lobby Day in Albany.
