ALBANY, 05/24/11 – State Senator James L. Seward (R/C/I – Oneonta) today announced he is co-sponsoring legislation that would give local governments veto power over natural gas drilling through zoning authority.
“The topic of drilling in the Marcellus Shale has elicited an overwhelming response with varied opinions on all sides of the issue. One thing that cannot be discounted moving forward is the desire of local residents,” said Senator Seward. “That is why I am co-sponsoring legislation (S.3472) that would empower local governments and allow them to regulate natural gas drilling through local planning and zoning.”
ALBANY, 02/14/11 – The New York State Senate today passed potentially lifesaving legislation (S.2387) that would allow emergency medical technicians (EMTs) to carry an automated external defibrillator (AED) in their personal vehicles.
“Clearing the way for trained first responders to carry AEDs at all times could be the difference between life and death for a heart attack patient,” Senator James L. Seward (R/C/I-Oneonta), Chairman of the Senate Insurance Committee said. “By cutting away bureaucratic red-tape and ensuring trained emergency professionals have the tools they need, lives can be saved.”
ALBANY, 06/13/11 -- The New York State Senate today passed a bill (S.4555A) that would allow Otsego County to withdraw from the Montgomery, Otsego, Schoharie Solid Waste Authority (MOSA) at their discretion. The legislation, sponsored by Senator James L. Seward (R-C-I, Oneonta), establishes the legal roadmap for Otsego County to leave the authority.
ALBANY, 06/24/11 - The New York State Senate today passed historic property tax relief legislation that enacts a cap on the growth of local property taxes.

ONEONTA, 08/29/11 – State Senator James L. Seward (R/C/I-Oneonta) today called on Governor Cuomo to support legislation for New York State to cover local expenses to repair public infrastructure damaged by Hurricane Irene.
“At a time when local government officials are already working on the thinnest of margins, adding the repair costs associated with Hurricane Irene could be devastating for many small, rural municipalities,” said Senator Seward. “The state’s emergency response to Hurricane Irene has been professional and swift, now long-term financial assistance is needed to help communities rebuild.”

ONEONTA, 09/01/11 – State Senator James L. Seward (R/C/I-Oneonta) today commended the decision to suspend certain permit requirements as homeowers and municipal workers rebuild in the wake of Hurricane Irene.
"As property owners work to safely return to their homes and local officials perform needed emergency repairs there is no time to wade through bureaucratic red tape,” said Senator Seward. “Putting certain permitting requirements on hold removes a roadblock to recovery and allows vital work to take place immediately.”

“As I toured communities ravaged by Tropical Storms Irene and Lee and met with business owners who have lost their livelihoods, each indicated the desire to rebuild but many lacked the means,” said Senator Seward. “One of my first calls was to the Catskill Watershed Corporation seeking their assistance and I am pleased to learn of their swift and generous response.”
