Seward Delivers Funding To Protect Owasco Lake

OWASCO, 04/03/14 -- State Senator James L. Seward (R/C/I – Oneonta) today announced that the new  2014-15 state budget includes, at his insistence, $200,000 to implement the Dutch Hollow Brook Watershed Restoration Project.

“This grant protects Cayuga County’s natural resources and is a cost-effective down payment on our future,” said Senator Seward.  “Owasco Lake provides drinking water to 50,000 residents. Additionally, it is the central feature of the local landscape and economy.  We need to ensure its viability and vitality today and for generations to come.”

Seward: GEA Restoration Vital To Our Schools

ALBANY, 03/27/14 -- State Senator James L. Seward (R/C/I – Oneonta) today called on assembly Democrats to join with senate Republicans in enacting a final state budget that will address the Gap Elimination Adjustment (GEA) which has robbed school districts of millions of dollars in education aid.

“At the start of the year, I clearly stated that eliminating the GEA was one of my top priorities,” said Senator Seward.  “This cash grab by the state has created a budgetary hole for schools throughout my district and statewide, forcing many to make dire decisions, harming education programs and eroding opportunities for our students.”

MOSA Dissolution Clears Senate

ALBANY, 03/20/14 – State Senator James L. Seward (R/C/I- Oneonta) today announced senate approval of legislation he sponsors, allowing the dissolution of the Montgomery, Otsego, Schoharie Solid Waste Authority (MOSA).  Senator Seward’s bill (S.6181) follows a home rule request from the three member counties and the authority.

Seward Joins Task Force To Fight Rising Heroin Epidemic

ALBANY, 03/17/14 -- State Senator James L. Seward (R/C/I – Oneonta) today announced that he was named to the newly created Senate Task Force on Heroin and Opioid Addiction. The task force will examine the rise in use of heroin and other opioids in New York State and develop recommendations for treating and preventing addiction. 

“Heroin use has reached epidemic proportions,” said Senator Seward. “Law enforcement resources are being stretched thin, public health costs are skyrocketing, and lives are being lost. Heroin is infiltrating all social, economic, and geographic sectors of our state and we need to take definitive action to halt this ugly trend.”

Budget Conference Committees Convene

ALBANY, 03/17/14 -- State Senator James L. Seward (R/C/I – Oneonta) has been named to the education and higher education budget conference committees which held their first meetings today in Albany. 

Regarding his education conference committee assignment Senator Seward said:

"The senate budget resolution increases school aid by $811.9 million from last year with a $541 million restoration of the Gap Elimination Adjustment (GEA) which has hurt our area schools.  Eliminating the GEA has been a top priority for me, and, to date, the senate is the only legislative branch to fully target this unfair hit on our area schools."

Senate Budget Resolution Meets Real Needs

Senate Renews Bill To Aid Public Libraries

ALBANY, 02/26/14 – State Senator James L. Seward (R/C/I- Oneonta) today announced senate approval of legislation he co-sponsors, extending a 2011 law to ensure the neediest public libraries can access and utilize special construction grants from the state.

Senate bill 6329 extends to March 31, 2020 key provisions of the public library construction grant program that were scheduled to sunset in 2015.

New Community Initiative To Combat Drug Abuse

ONEONTA, 02/24/14 -- State Senator James L. Seward (R/C/I - Oneonta) today joined Mallinckrodt Pharmaceuticals and the City of Oneonta Police Department to unveil a new drug take-back collection box inside the Oneonta Public Safety Building at 81 Main Street in Oneonta.  

Mallinckrodt is providing a lock box at the Oneonta police station for people to dispose of their unused, unwanted, or expired medications.  This is the most recent installment of Mallinckrodt’s continued efforts for patient safety and education.

NO Free College For Prisoners

ONEONTA, 02/20/14 -- State Senator James L. Seward (R/C/I – Oneonta) today voiced his opposition to Governor Cuomo’s proposal to provide free college educations for prison inmates:

“I talk to parents and high school students on a regular basis and one of their top concerns is college. Our young people study, stress over test scores, and work extremely hard just to gain entrance to the schools of their choice. Meanwhile, their parents scrimp, save, sacrifice, and, in many cases, take on extra jobs and loads to help with tuition bills. I can’t imagine telling these hard-working families that while they are doing everything right, a criminal sitting in a jail cell is being handed an opportunity their children don’t have.

Seward Starts Fine Tuning State Budget

ALBANY, 02/13/14 -- State Senator James L. Seward (R/C/I – Oneonta) has been named to four key senate budget sub-committees which will review the governor’s budget proposal and offer recommendations for modifications.  Senator Seward will serve on the education, general government/local assistance, health, and higher education & arts sub-committees.

MOSA's Long Haul Nears End

ALBANY, 02/10/14 – State Senator James L. Seward (R/C/I- Oneonta) today announced that legislation he sponsors, allowing the dissolution of the Montgomery, Otsego, Schoharie Solid Waste Authority (MOSA), was approved by the senate standing committee on corporations, authorities, and commissions and reported to the floor of the senate.

Senate bill 6181 would allow for the dissolution of the tri-county solid waste authority. The measure follows a home rule request from the three member counties and the authority.
