Budget Conference Committees Start Fine-Tuning State Budget

ALBANY, 03/16/11 -- State Senator James L. Seward (R/C/I – Oneonta) has been named to two key joint budget conference committees which held their first meetings today in Albany.  Senator Seward will serve on the higher education subcommittee and the education subcommittee.

Regarding his higher education subcommittee assignment Senator Seward said:

“Our SUNY schools and community colleges are vital on two fronts – providing a quality, affordable education for our young people and driving our upstate economy.  As we develop a final state budget, I will be working to ensure our state’s higher education system will remain an attainable dream for our young people and their families and an economic engine for our region.”

Senate Budget Cuts Spending, Holds The Line On Taxes, Creates Jobs

ALBANY, 03/15/11 -- State Senator James L. Seward (R/C/I – Oneonta) today commented on passage of a senate budget resolution for fiscal year 2011-2012:

“Today’s passage of a senate spending plan is an important step toward final enactment of a responsible, on-time state budget that meets the needs of all New Yorkers.  It closes a $10 billion budget deficit without raising taxes, cuts state spending and provides economic development tools that will mean more jobs, especially upstate.

“The plan is largely in sync with the governor’s proposal, most importantly, accepting almost all of the Medicaid Redesign Team’s (MRT) recommendations to reduce out of control spending that costs the state over $1 billion a week.

Senator Seward Applauds Passage of Low-Cost Power Program

ALBANY, 03/08/11 – State Senator James L. Seward (R/C/I–Oneonta) today announced senate approval of “Recharge NY,” creating a new, permanent program that would provide low-cost power to help businesses create and retain jobs.

“As the author of the original ‘Power for Jobs’ legislation, I am pleased to support a worthy replacement that will continue to provide a real lifeline for our upstate businesses,” said Senator Seward.  “By plugging in to ‘Recharge NY’ businesses will be able to lower their electricity bills, create and retain jobs, and generate economic growth.”

Seward Bill Favored By Cortland County Sportsmen Passes Senate

ALBANY, 02/28/11 – Cortland County sportsmen and women will be allowed to use a rifle while hunting deer or bear under legislation (S.1683) passed by the senate, Senator James L. Seward (R/C/I–Oneonta) said today.

“This is common sense legislation that mirrors regulations already in effect in neighboring counties allowing the use of rifles while hunting big game,” said Senator Seward.  “More importantly, Cortland County sportsmen and women, who collectively have an impeccable safety record, strongly support the change.”

Seward Named to Key Leadership Post

ONEONTA, 02/23/11 – State Senator James L. Seward (R/C/I – Oneonta) has been named assistant majority leader on conference operations, a post that puts him in the top leadership of the state senate.

“The new position allows me to work closely with senate leadership in establishing priorities and directing important legislation to the senate floor,” said Senator Seward.  “New York is extremely diverse, and it is vital that upstate has a voice at the table to fight for our unique concerns - I am proud to be that voice.”

Senator Seward has also been named to three key budget review subcommittees with the purpose of analyzing the governor’s budget proposal and recommending constructive revisions.

Lifesaving Legislation Receives Senate Approval

ALBANY, 02/14/11 – The New York State Senate today passed potentially lifesaving legislation (S.2387) that would allow emergency medical technicians (EMTs) to carry an automated external defibrillator (AED) in their personal vehicles.

“Clearing the way for trained first responders to carry AEDs at all times could be the difference between life and death for a heart attack patient,” Senator James L. Seward (R/C/I-Oneonta), Chairman of the Senate Insurance Committee said.  “By cutting away bureaucratic red-tape and ensuring trained emergency professionals have the tools they need, lives can be saved.”

State Grant Helps Bring 100 Jobs To Mohawk Valley

ILION, 02/11/11 -- State Senator James L. Seward (R/C/I – Oneonta) today joined  Herkimer County economic development officials for an update on improvements at Remington Arms including the relocation of a portion of the Marlin product line from Connecticut and the addition of nearly 100 full-time manufacturing jobs.

“Remington Arms is a long standing community leader and strong economic development partner,” said Senator Seward.  “I was pleased to support Remington’s pursuit of state funds for this expansion and am excited to see how quickly the manufacturer has gone from design phase to reality, adding much needed, good paying jobs in upstate New York.”

Confusing Mailing Sparks Concern

ONEONTA, 02/10/11 – State Senator James L. Seward (R/C/I–Oneonta) today issued a consumer alert concerning a mailing that has raised concerns from several area residents. The letter to area residents appears to be a warning from National Grid, but is in fact not affiliated with the energy provider, Seward says.

“Often times the phrase ‘buyer beware’ is associated with advertising practices, but when essential services like electricity become part of the equation people deserve to have all of the facts,” said Senator Seward.  “Preying on homeowners through the use of borderline scare tactics is simply wrong and the use of such methods should be exposed.”

Save on Auto Insurance, Cut 'Fraud Tax'

ALBANY, 02/08/11 – Fraud Costs New York, a statewide coalition dedicated to curbing the rampant auto-insurance fraud that costs New Yorkers millions of dollars each year, today praised State Senator James Seward for introducing legislation that would reduce fraud, abuse and the associated costs in the New York no-fault system.

New Yorkers now pay the fourth highest premiums in the nation for auto insurance due in large part to an outdated system that is rife with fraud and abuse.  In 2010, no-fault fraud cost New Yorkers more than $241 million, a cost absorbed by all drivers in the form of higher premiums.

Senate Approves Property Tax Cap, Mandate Relief

ALBANY, 01/31/11 – State Senator James L. Seward (R/C/I–Oneonta) today announced senate approval of a property tax cap and companion legislation aimed at eliminating unfunded state mandates on school districts and local governments.

ALBANY, 01/24/11 – State Senator James L. Seward (R/C/I – Oneonta) and Assemblyman Marc Butler (R/C/I – Newport) are working to save Herkimer Home from the state budget chopping block.

“With state park use on a steady rise due to the economic crunch, it makes no sense to shutter Herkimer Home,” stated Senator Seward.  “The cost to operate the historic Herkimer County site is low, but the return is high – local businesses receive an economic bump, and the educational value to visitors is priceless.”

Seward Joins Medicaid Reform Roundtable

ALBANY, 01/18/10 – State Senator James L. Seward (R/C/I-Oneonta) today joined with other members of the Senate Health Committee and health care experts during a public roundtable to discuss the most effective and efficient methods to reform New York State’s Medicaid program.

“Today’s discussion served as a solid starting point that will help move us toward useful improvements of the state’s Medicaid system,” said Senator Seward.  “New York spends over $1 billion each week on Medicaid.  Clearly, changes must be made.”

Seward Meets With Tobacco Prevention Advocates

ALBANY, 01/12/11 — One Ilion teenager and dozens of regional other tobacco prevention advocates met with state representatives at the capitol on Tuesday.

Chelsea Blovat, a senior at Ilion Senior High School, spent the day in Albany with about 25 other youth leaders from Herkimer, Oneida and Madison counties as representatives for Reality Check, a youth-based, adult-mentored group that wants to see the end of tobacco use and advertising.

“We were able to go and see some of our legislators and were able to talk to them and invite them to events in the near future,” said Blovat in a phone interview Tuesday.

Seward Appointed To Senate Finance Committee

ALBANY, 01/10/11 – State Senator James L. Seward (R/C/I – Oneonta) comments on his appointment to the senate finance committee.

As a member of the finance committee, Senator Seward will play a significant role in reviewing the governor’s proposed budget and developing a final spending plan. The finance committee will examine appropriations and disbursements for each agency included in the budget. In addition, the finance committee is responsible for reviewing nominations sent by the governor for appointments, and moving the nominations to the full senate.
