• The Temporary President of the Senate presides in the absence of the Lieutenant Governor. He is subject to a term limit of 6 years.

• Appoints the Vice President of Urban Policy and Planning.

• Appoints officers and employees of the Senate, subject to the disapproval of the Vice President Pro Tempore and Majority Leader (VPPT). Appoints Vice Chair of Rules.

• Appoints the Legislative Librarian.

STATE APPROVES $300,000 GRANT FOR HOME HEADQUARTERS TO RENOVATE 30 HOMES IN SYRACUSE

Senator John A. DeFrancisco (R-I-C, Syracuse) today announced that the New York State Affordable Housing Corporation (AHC) today approved a $300,000 grant to Home HeadQuarters (HHQ) to help finance home improvements for 30 homes in the City of Syracuse.

“This funding will help to improve the aging housing stock in Syracuse, and help make the city a better place to live,” said Senator DeFrancisco.  “In addition, it will improve the safety and value of thirty homes in the City of Syracuse, and most importantly, it will benefit thirty local families.”

SENATOR DEFRANCISCO COSPONSORS BILL TO PROMOTE LOCAL GOVERNMENT CONSOLIDATION

Senator John A. DeFrancisco (R-I-C, Syracuse) today announced that a bill (S5661) he cosponsored, to empower citizens and local officials to significantly reduce the size and cost of local government, has passed the New York State Senate. The legislation was first initiated by Attorney General Andrew Cuomo.

SENATOR DEFRANCISCO CALLS FOR MORE OVERSIGHT OF FEDERAL STIMULUS FUNDS

Senator John A. DeFrancisco (R-I-C, Syracuse) today renewed his call for better accounting of how Albany is using federal stimulus aid to help revitalize the Upstate economy. The Senator’s comments followed news reports that $120,000 of federal stimulus money is being used to fund a project to reprint 20-year-old pamphlets —without creating a single job.

SENATE DEMOCRATS ARE ONCE AGAIN TAKING CARE OF NEW YORK CITY

Senator John A. DeFrancisco (R-I-C, Syracuse) today blasted Senate Democrats for once again taking care of Downstate New York, while ignoring the needs of Upstate. Senator DeFrancisco referred to an analysis released by Onvia, a private company that runs the recovery.org Web site, which details the massive amounts of stimulus dollars that are being spent in New York City.  

According to the analysis, more than $1.3 billion of stimulus money is being spent on projects in New York City. That is more than half of the $2.5 billion available to the entire state.

SENATOR DEFRANCISCO ANNOUNCES BILL TO PROTECT CHILDREN FROM DRUG LAW OFFENDERS

Senator John A. DeFrancisco (R-I-C, Syracuse) today advocated for a bill that was just introduced that would fix a dangerous problem created by legislation that was passed earlier this year. The enacted legislation, which is set to take effect on June 8th, would allow courts to seal the criminal records of certain drug felons when they complete drug court, so there will be no record of their conviction when they apply for employment.

MORE NEW TAXES ON THE WAY STARTING JUNE 1ST

Senator John A. DeFrancisco (R-I-C, Syracuse) today said that starting June 1 st New Yorkers will be paying more for bottled water, paying more for purchases made over the Internet and paying more for auto insurance, as a result of tax increases passed by Democrats in the Senate and Assembly as part of the 2009-10 state budget. In addition, June 1 st tax hikes will hit companies that transport employees in and out of New York and double a state fee on auto insurance policies.

Senator Valesky Shuts Down Debate on “Most Secret” Budget

State Sen. David Valesky today shut down debate on the hospital and health care portion of the proposed $132 billion state budget.

Valesky, who was presiding over the Senate in his role as Vice President, called a halt to the question and answer session when it became apparent that Democrat Senators did not want to publicly explain details of the outsized plan that, despite setting spending records, still includes deep cuts to hospitals and nursing homes across the state.
