SENATE PASSES BILL THAT WOULD AMEND PROPERTY TAX INSTALLMENT PAYMENTS

School Board Would Determine the Percentage of the Installment 

Senator John A. DeFrancisco (R-I-C, Syracuse) announced today that his bill (S3110), which would authorize local school boards to determine the amount of an installment payment for school taxes, has been passed by the New York State Senate. 

“The amended Senate Bill allows local school boards to pass a resolution that would allow the receiver of taxes in a municipality to accept payments smaller than 50 percent of the tax bill as a first payment, instead of turning away them away,” said Senator DeFrancisco. 

The current law requires that at least 50 percent of the total tax bill be paid in the first installment, and the bill must be paid in three installments.

Senator DeFrnacisco joins Governor Cuomo and other Central New York Legislators in announcing the 2% property tax cap that the Governor recently signed into law.

TWO SENATOR DEFRANCISCO TAX BILLS BECOME LAW

Senator John A. DeFrancisco (R-I-C Syracuse) has announced that Governor Cuomo signed into law two tax bills that he sponsored this year. 
The first law amends an existing tax law to allow for a refund when a personal or corporate income tax overpayment is made instead of applying it to the following year.

STATE SENATE PASSES BILL TO HOLD LANDLORDS ACCOUNTABLE FOR UNPAID REAL ESTATE TAXES

Senator John A. DeFrancisco announced today that the New York State Senate has passed his bill (S552) that would authorize public welfare officials to withhold rent from landlords who have not paid their real estate taxes.  The bill would give broad discretion to the Department of Social Services.

SENATE PASSES BILL AUTHORIZING CITY TO ADD UNPAID CODE VIOLATION FINES TO HOMEOWNER’S PROPERTY TAX BILL

Senator John A. DeFrancisco today announced that his legislation (S4512-A), which would give the city of Syracuse the authority to add unpaid code violation penalties, costs and fines to the property tax bill of the homeowner, passed the Senate.

“By allowing the uncollected fees to be added to the property tax bill of the homeowner, it will reduce the administrative costs associated with collecting delinquent fines,” said Senator DeFrancisco.

STAR Registration Fact Sheet

New legislation will require all homeowners receiving a Basic STAR exemption to register with the New York State Tax Department in order to receive STAR exemptions in 2014 and subsequent years.  Registration will begin on August 19 and continue through December 31, 2013.  For more information on this registration requirement, please click on the box below for a STAR fact sheet.
