STATE SENATE PASSES BILL EXPANDING DEFINITION OF RESTITUTION

State Senator John A. DeFrancisco announced that his bill (S.337), which would expand the scope of individuals and entities that are considered a “victim,” passed the New York State Senate today.

An existing law allows sentencing courts to order restitution or reparation for certain victims. This bill would amend the law to include any person, private company, or public agency, or department which took action to prevent, mitigate, or remedy damages to persons or property caused by the crime.

By enlarging the scope of the term “victim,” sentencing courts will have wider authority to order a convicted defendant to make reparation of actual out-of-pocket losses to an entity that suffers damages resulting from the crime.

Senator DeFrancisco Holds Electronics Recycling Event in Auburn and Raises Money for Hospice

Senator John A. DeFrancisco helped raise money for Hospice of the Finger Lakes by sponsoring an electronics recycling event in Auburn on May 18, 2013.  The event was a partnership with Time Warner Cable, Sunnking Electronics and Hospice, and it was free for the public to dispose of their unwanted electronics.  Volunteers from Welch Allyn, Inc. assisted with the collection process. Senator DeFrancisco is pictured with Alice Kim from Time Warner Cable and Cindy Jessop from Sunnking.

Senator DeFrancisco Honors Leslie Reichardt for His Military Service

Senator John A. DeFrancisco had the pleasure of presenting Leslie Reichardt, Lt. Col, USAF Retired, a WW II veteran, with a certificate of appreciation on Armed Forces Day.  The CNY Chapter of the Military Officers Association of America held a dinner meeting on May 18, 2013, at which Senator DeFrancisco presented the certificate and spoke about legislation to better protect and support active military members and veterans.

Senator DeFrancisco Pays Tribute to Football Legend Rocky Pirro

On May 18, 2013, State Senator John A. DeFrancisco participated in the unveiling of a memorial near the Town of Geddes municipal building to honor football legend Rocco "Rocky" Pirro.  Senator DeFrancisco is pictured with Rocky's daughter, Rockette Pirro Brunetti and Rocky's sister, Rose. 

Rocky Pirro was born and raised in Solvay and played football for Catholic University.  His professional football career included the Pittsburgh Steelers and Buffalo Bills.  He also was the Offensive Line Coach for Syracuse University from 1952 to 1973. He died in 1955.

Irving Cantor

Corporal Irving Cantor was born in Syracuse on December 21, 1918 to Bertha and Louis Cantor, who came to the United States from Russia. He served in the 3138th Motor Messenger Signal Corps, carrying messages behind enemy lines in the European Theater of Operations, working directly with and for General Eisenhower.Upon his return to Syracuse after serving his country, Corporal Cantor received a citation from President Truman commenting that he would serve his community and country as he had done overseas. He fulfi lled that call for service with a lifetime of commitment to veterans.

Senator John A. DeFrancisco visited Clear Path for Veterans in Chittenango on May 17, 2013.  The center was founded in 2011 to support veterans who are returning to civilian life. Clear Path offers a variety of support programs for veterans and their families and a tranquil natural setting.

Senator DeFrancisco Calls For Public Input on the Future of I-81

State Senator John A. DeFrancisco held a press conference on May 17, 2013, at the corner of Harrison and South State Streets near the OnCenter to encourage citizen involvement in the decision-making process regarding the future of I-81. Various other legislative leaders, community members and business owners joined Senator DeFrancisco to call on the general public to get involved.

The elevated section of I-81 that runs through the City of Syracuse and its suburbs is nearing the end of its “useful” lifespan. Therefore, it will need to be repaired, removed or replaced with significant cost.

Senator DeFrancisco Renews Awareness For Father's Kids

Senator John A. DeFrancisco spoke about the importance of volunteerism during the Guardian Angel Society's Mentor & Tutor Program Breakfast, held at the Cathedral Academy at Pompei on May 15, 2013. 

In 1997, the late Father Joseph Champlin formed the Guardian Angel Society to provide the Cathedral School's students with tuition assistance and support their continuing education. 

During the breakfast, mentors of the tutoring program were recognized along with program organizers and recipients.

Senator DeFrancisco Helps Break Ground on the Willis Carrier Recreation Center and Challenger Field of Dreams

On May 11, 2013, Senator John A. DeFrancisco participated in the Willis Carrier Recreation Center and Challenger Field of Dreams ground breaking ceremony in the Town of DeWitt.  The new park will include accessible fields, playgrounds and other facilities for children with special needs and their families. Senator DeFrancisco helped secure a New York state grant for the project.

Senator DeFrancisco Honors Nancy Kronen as His 2013 Recipient of the New York State Senate Women of Distinction Award

Senator John A. DeFrancisco honored and recognized Nancy Kern Kronen as his 2013 Woman of Distinction during a celebration in Albany on May 7, 2013.  The Senate launched the "Women of Distinction" program in 1998 to recognize the many contributions of women in the State of New York.  These honorees have enriched the lives of those around them, while inspiring others to become active within their communities. Nancy Kronen is the Director of Development and Public Relations for ARISE Child and Family Services in Syracuse.  She previously worked for The Salvation Army of the Syracuse Area.  Throughout her dedicated career and volunteer work, Nancy has demonstrated strong leadership, vision and passion.

Senator DeFrancisco Celebrates the 15th Anniversary of PACE CNY

Senator John A. DeFrancisco helped cut the first piece of cake in celebration of PACE CNY's 15th anniversary.  He is pictured with PACE Director Penny Abulencia, St. Joseph's Hospital President Kathy Ruscitto and Loretto President Bruce Buchanan.  PACE CNY offers all-inclusive homecare to elderly residents living in Onondaga County.

Senator DeFrancisco was instrumental in the startup of PACE CNY.  In 1994, he sponsored legislation that authorized the Department of Social Services to contract for chronic care management programs, allowing Loretto to move forward with PACE operations. 

PACE CNY held a 15th Anniversary Celebration on May 8, 2013, at its Sally Coyne Center in North Syracuse.

New York State Senate Passes Vince's Law

In an effort to keep serial drunk drivers off the road, the New York State Senate today passed “Vince’s Law”, which would establish a stronger penalty for multiple DWI convictions.

The bill (S.4267), sponsored by Senator John DeFrancisco (R-C-I,Syracuse) creates a new Class C felony, punishable by up to 15 years in prison, if a driver is convicted of three or more DWIs in a 25-year period.  Currently, the law for multiple DWIs only includes offenses committed over a 10-year period.  The bill is named for Vincent Russo, an elderly Onondaga County man who was killed in 2011 by a drunk driver who was intoxicated behind the wheel, despite the driver having five DWI-related convictions, including four in the previous 17 years before the accident that killed Mr. Russo.
