AIRPORT AUTHORITY BILL SIGNED INTO LAW

Senator John A. DeFrancisco (R-I-C, Syracuse) announced that his bill (S3250A), which creates a Syracuse Regional Airport Authority, has been signed into law by Governor Andrew Cuomo.  The law takes effect immediately.  “This new entity will allow the airport to function more like a business and find ways to operate more efficiently,” said Senator DeFrancisco.

ANIMAL FIGHTING BILL SIGNED INTO LAW

Senator John A. DeFrancisco (R-I-C, Syracuse) today announced legislation that he co-sponsored (S3237-A), to increase penalties for those who have knowingly participated in animal fighting, was signed into law and will take effect in 30 days.

“The criminal organization and participation in the cruel activity of animal fighting unfortunately still takes place in New York State despite the penalties associated with it,” said Senator DeFrancisco. “This new law strengthens the current laws against animal fighting by ensuring that anyone who attends an animal fight will face tougher penalties. I commend Governor Cuomo for signing this bill into law.”

GOLD ALERT SIGNED INTO LAW

 Senator John A. DeFrancisco (R-I-C Syracuse) announced that today Governor Andrew Cuomo signed into law his “Gold Alert” bill (S3293B) to assist in locating vulnerable missing adults. 

The “Amber Alert” infrastructure, which is already in place, will be used to disseminate information about missing vulnerable adults through a statewide system, using a variety of resources, including television and radio stations, posters, highway message signs, New York State Thruway Authority services areas, e-mail alerts, and the Internet, in hopes of engaging the public in finding leads to locate the missing individual.

SENATOR DEFRANCISCO’S “GOOD SAMARITAN BILL” SIGNED INTO LAW

Senator John A. DeFrancisco (R-I-C, Syracuse) announced that his bill, the “Good Samaritan Bill,”(S4454-B) was signed into law yesterday by Governor Andrew Cuomo. The law encourages a witness or victim of a drug or alcohol related overdose to seek medical attention without being punished for drug or alcohol possession. The law is to take effect in 60 days. 

“Fear of prosecution has become an obstacle in seeking medical care for someone suffering from a drug or alcohol overdose,” said Senator DeFrancisco. “This law will change that by encouraging people to call emergency services when lives are in jeopardy.”

SENATE GIVES FINAL LEGISLATIVE APPROVAL FOR LANDMARK AUTISM INSURANCE REFORM

Senator John A. DeFrancisco (R-I-C Syracuse) announced that the New York State Senate today passed a bill that he co-sponsored (S.4005A), which would enable individuals with autism spectrum disorders to receive insurance coverage for screening, diagnosis and treatment. The legislation would require insurance companies to provide coverage for the screening, diagnosis, and treatment of autism spectrum disorders, including behavioral health treatments, speech therapy, occupational therapy, and physical therapy. Insurance companies would be prohibited from terminating coverage or refusing to renew, adjust, amend, issue, or execute a policy solely because the individual has been diagnosed with or received treatment for autism spectrum disorders.

SENATE GIVES FINAL LEGISLATIVE APPROVAL TO BILLS LIMITING MILITARY FUNERAL PROTESTS

Senator John A. DeFrancisco (R-I-C Syracuse) announced that the New York State Senate yesterday passed a bill that he co-sponsored (S3901A), which would authorize local governments to create a permitting system for demonstrations conducted within one thousand feet of a veteran’s funeral, memorial service, wake or burial.                

This bill would establish a fine for violations that occur on state property and would allow a city, town, village or county to enact a permit requirement and to establish a reasonable civil penalty for any person who is found to have intentionally organized a demonstration without first acquiring the required permit.
