SENATE PASSES BILL TO HELP PHARMACIES COLLECT CO-PAYMENTS

Senator John A. DeFrancisco (R-I-C Syracuse) announced that the New York State Senate today passed his bill (S4749), which would allow pharmacies to collect prescription drug co-payments at the point of sale.

Currently, recipients of Medicaid and Family Health Plus can refuse to pay a modest co-payment, which can range between $1 and $6 depending on the prescription. The pharmacy must still honor the prescription despite a beneficiary’s refusal to pay, resulting in significant financial losses to New York State pharmacies each year.

SENATE PASSES BILL CREATING THE NEW YORK STATE GOVERNOR’S COUNCIL ON PHYSICAL FITNESS

Senator John A. DeFrancisco (R-I-C Syracuse) announced that the New York State Senate today passed his bill (S2856A) that would establish a New York State Governor’s Council on Physical Fitness, Sports and Health. 

“Obesity in children is on the rise. More than 30 percent of children ages six to 11 are overweight, and the numbers are even worse for adolescents,” said Senator DeFrancisco. 

“We need to be proactive about promoting healthy lifestyles to our young people, so that we can reverse the unhealthy trends that cost our nation $117 billion annually in health care expenses,” said Senator DeFrancisco.

SENATE PASSES BILL LIMITING TIME TO COLLECT STATE TAX LIABILITIES TO 20 YEARS

Senator John A. DeFrancisco (R-I-C Syracuse) announced that the New York State Senate today passed his bill (S3946) that would require the New York State Department of Taxation and Finance to collect an unpaid tax debt within 20 years of its issuance, or the tax liability would expire.

The current law provides no time frame in which the tax liability must be collected, resulting in manpower being wasted on old record maintenance and on attempts at unlikely collection of debt.

Charles Murphy

Charles Murphy was born in Syracuse, New York, on April 10, 1949 and died on February 23, 2011.  He grew up in North Syracuse, New York, and in 1967, he joined the U.S. Army.

Sergeant Major Murphy served honorably in both the Vietnam and Desert Storm conflicts and retired from the U.S. Army in 1991 as an Operations Sergeant Major after 24 years of service. 

During his distinguished career of military service to the United States, Sergeant Major Murphy was awarded two Purple Hearts, the Bronze Star, the Republic of Vietnam Gallantry Cross Unit Citation, the Vietnam Service Medal, the Conspicuous Service Star and the Conspicuous Service Cross for his actions and valor.

SENATE PASSES SENATOR DEFRANCISCO'S BILL NAMED AFTER THE LATE TIFFANY HEITKAMP

Senator John A. DeFrancisco (R-I-C Syracuse) announced that his bill (S2860-A), which would create a link between all of a person’s driving under the influence of alcohol or drug offenses, passed the New York State Senate today. 

Named after the late Tiffany Heitkamp, who was killed during an alcohol related boating accident in July of 2006, the bill would link Boating While Intoxicated (BWI), with Snowmobiling While Intoxicated (SWI), Driving While Intoxicated (DWI), as well as driving an ATV while intoxicated. Under current law, there is no linkage between these offenses, making it possible to be convicted in two or more separate cases and still be treated as a first time offender.
