SENATOR DEFRANCISCO ANNOUNCES LOCAL LIBRARY GRANTS

On July 29, 2013, State Senator John A. DeFrancisco (R-I-C, Syracuse) joined Kate McCaffrey, representing Onondaga County public libraries, to announce the individual libraries in Onondaga County that will receive state mini-grants for cultural programming. Last year, Senator DeFrancisco secured $90,000 in state funds to be awarded to libraries in Onondaga County over two years.

Senator DeFrancisco Participates in Syracuse Challenger Baseball NBT Bank Stadium Night

State Senator John A. DeFrancisco helped cheer on members of the Syracuse Challengers baseball team during Syracuse Challenger Baseball NBT Bank Stadium Night. Syracuse Challengers is a District 8 Baseball League program for children with developmental and physical disabilities. More than 200 children participated in the event, which was held at NBT Bank Stadium on July 25, 2013.

SENATOR DEFRANCISCO PROMOTES LEGISLATION TO HELP MORE YOUNG PEOPLE SUCCEED IN SCHOOL AND THE WORKPLACE

Assemblymember Sam Roberts held a press conference on July 26, 2013, with Senator John A. DeFrancisco to urge the Governor to sign into law a bill they authored to reduce the number of part-time hours needed to qualify for the NY Youth Works program (A.7928-A/S.4762-A). The press conference was held at Hillside Work-Scholarship Connection, a nationally recognized Syracuse City youth development and dropout prevention program that helps students stay in school and successfully graduate high school ready for post-secondary education and employment.

Senator DeFrancisco Celebrates the 15th Anniversary of the Cycling the Erie Canal Bike Tour

On July 10, 2013, State Senator John A. DeFrancisco helped mark the 15th anniversary of the Cycling the Erie Canal bike tour, by presenting a legislative resolution to organizers during a half-way point celebration at the Rosamond Gifford Zoo in Syracuse.  Hundreds of bicycle riders from across the country participate in Cycling the Erie Canal, which began in Buffalo and will end in Albany on July 14th.

On June 26, 2013, State Senator John A. DeFrancisco joined New York State Attorney General Eric Schneiderman for a press conference on Marcellus Street in Syracuse to announce a plan that would give $20 million to community land banks, so cities can turn vacant properties over to new owners.

SENATE GIVES FINAL PASSAGE TO BILL TO PROTECT OPWDD FROM FUNDING CUTS

The New York State Senate today gave final passage to legislation (S4777D), sponsored by Senator Martin Golden (R-C, Brooklyn), that would protect providers of services for the developmentally disabled from state funding cuts.The legislation would appropriate up to $90 million, or as much as is needed, to the Office for People with Developmental Disabilities (OPWDD) to protect providers from funding reductions if recommended savings measures

SENATOR DEFRANCISCO ANNOUNCES THAT THE STATE LEGISLATURE HAS RESTORED FUNDING CUTS TO PROTECT PEOPLE WITH DEVELOPMENTAL DISABILITIES

Senator John A. DeFrancisco has announced that the New York state Legislature has restored funding cuts to protect people with developmental disabilities.

“When significant budget cuts for people with developmental disabilties were proposed earlier this year, I was very concerned about the impact that the cuts would have on those who live with developmental disabilities,” said Senator John A. DeFrancisco.

Some of the cuts were restored during the budget process, and commitments were made to target the reductions to administrative costs, rather than direct services. To the extent the administrative cuts are not sufficient to cover the remaining budget gap, the bill will completely restore funding for the disabled. Governor Cuomo has committed to sign the bill.

SENATE PASSES BILL AUTHORIZING CITY TO ADD UNPAID CODE VIOLATION FINES TO HOMEOWNER’S PROPERTY TAX BILL

Senator John A. DeFrancisco today announced that his legislation (S4512-A), which would give the city of Syracuse the authority to add unpaid code violation penalties, costs and fines to the property tax bill of the homeowner, passed the Senate.

“By allowing the uncollected fees to be added to the property tax bill of the homeowner, it will reduce the administrative costs associated with collecting delinquent fines,” said Senator DeFrancisco.

STATE SENATE PASSES BILL TO HOLD LANDLORDS ACCOUNTABLE FOR UNPAID REAL ESTATE TAXES

Senator John A. DeFrancisco announced today that the New York State Senate has passed his bill (S552) that would authorize public welfare officials to withhold rent from landlords who have not paid their real estate taxes.  The bill would give broad discretion to the Department of Social Services.

SENATE PASSES BILL REMOVING 10-YEAR CAP ON COLD WAR ERA PROPERTY TAX EXEMPTION

State Senator John A. DeFrancisco today announced that his legislation (S3731), which would remove a 10-year cap on property tax breaks for Cold War era veterans, passed the Senate.

If enacted, this bill would provide for a permanent property tax break instead of requiring a sunset of the tax break after 10 years.

Senator John DeFrancisco Celebrates the Opening of the New Heman Street Senior Apartments

On June 14, 2013, State Senator John A. DeFrancisco helped cut the ribbon on a new senior affordable housing facility, located on Heman Street in East Syracuse.  The Heman Street Senior Apartments are located in the former Heman Street School in East Syracuse.  Thirty tenants have already moved in.
