Senators DeFrancisco & Marcellino To Chair Hearings on Reducing and Reforming NYS Taxes To Ease Burden on Taxpayers and Create Jobs
The state Senate Finance Committee, chaired by Senator John DeFrancisco (R-C-I, Syracuse), and the Committee on Investigations and Government Operations, chaired by Senator Carl L. Marcellino (R, Syosset), have scheduled five statewide public hearings on how New York’s tax policies can be changed to reduce the burden on taxpayers and to help businesses create more jobs.
The PFC Joseph Dwyer Program provides peer-to-peer counseling and assistance to veterans who are living with the effects of Post Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury. Since its inception, the program had been operating in four test counties. Senator John A. DeFrancisco was instrumental in helping to expand the program in the 2013-14 State Budget to additional counties, including Onondaga County. State funding for the program will be routed to Clear Path for Veterans.

State Senator John A. DeFrancisco helped cut the ribbon for the start of the 2013 Great New York State Fair on August 22, 2013! He is pictured next to New York Lieutenant Governor Robert Duffy. After the ribbon-cutting ceremony, Senator DeFrancisco visited several exhibits at the fair, including "Onondaga Lake: A Fresh Gateway to a New New York" in the Center of Progress Building and the "New York State Fair: History Exhibit" in the Grange Building.
State Senator John A. DeFrancisco participated in the hearing titled, "Fiscally Distressed Municipalities: Preparing for and Preventing Municipal Bankruptcy in New York," which was held by Senator Jack M. Martins of Mineola. The hearing took place at Syracuse City Hall on August 20, 2013, and was held to hear potential solutions for preventing fiscal problems in municipalities. The hearing in Syracuse was one of several that are being held throughout the state.
New legislation will require all homeowners receiving a Basic STAR exemption to register with the New York State Tax Department in order to receive STAR exemptions in 2014 and subsequent years. State Senator John A. DeFrancisco helped publically announce the creation of 80 jobs at Medical Answering Services in Syracuse during a press conference at MAS on August 14, 2013. The additional jobs are a result of the company's new contract with the state. MAS has provided Medicaid Transportation Management services in New York state since 2004, resulting in millions of dollars of savings. Senator DeFrancisco joined other elected officials and MAS leaders and staff for the press announcement.

During the 19th century, William Henry Seward served as a New York State Senator and Governor, a United States Senator, and Secretary of State in the President Lincoln and Johnson administrations.

The annual program helps to promote literacy throughout the state.

State Senator John A. DeFrancisco joined other elected officials from Cayuga County for a press conference at the Sennett Town Hall on August 1, 2013. The press conference was held to discuss the Sennett Taxpayers Rebate Program, which Governor Cuomo signed into law. Through the program, residents and business owners in the Town of Sennett will receive a $100 rebate check, as the result of a surplus in sales tax revenue. Senator DeFrancisco was a co-sponsor of the legislation.
On July 29, 2013, State Senator John A. DeFrancisco (R-I-C, Syracuse) joined Kate McCaffrey, representing Onondaga County public libraries, to announce the individual libraries in Onondaga County that will receive state mini-grants for cultural programming. Last year, Senator DeFrancisco secured $90,000 in state funds to be awarded to libraries in Onondaga County over two years.
State Senator John A. DeFrancisco helped cheer on members of the Syracuse Challengers baseball team during Syracuse Challenger Baseball NBT Bank Stadium Night. Syracuse Challengers is a District 8 Baseball League program for children with developmental and physical disabilities. More than 200 children participated in the event, which was held at NBT Bank Stadium on July 25, 2013.
