In an effort to cut down on waste, increase productivity within state offices and to save trees and the environment, ARRC in association with the Governor's Office of Regulatory Reform and the Department of State have collaborated on a green initiative to electronically distribute proposed agency regulations.

Senator Sampson Monitoring DEC Hydrafracking Regulations

Gas exploration companies have set their sights on the Marcellus Shale region of New York State for purposes of obtaining millions of cubic feet of natural gas.  New York City officials and residents are concerned the process of drilling for natural gas in the Marcellus Shale will pollute the New York City watershed which is located nearby.  Senator John L. Sampson instructed staff at the Administrative Regulations Review Commission to review the Department of Environmental Conservation’s (DEC) efforts to promulgate new regulations dealing with Marcellus Shale drilling.

2010 ARRC Legislation

S.4101/Sampson:  Directs state agencies reviewing existing rules to conduct outreach to small businesses, localities, and rural interests under certain circumstances; requires the Governor’s Office of Regulatory Reform to monitor state agencies relating to their review of existing rules and their outreach to small businesses, local governments, and public and private interests in rural areas.  (same as Uni A.7453/Gianaris)

Senator Sampson Comments on Tax and Finance Regulation Concerning Tax Preparers

Senator John L. Sampson commented on a proposed rule issued by the State Tax and Finance Department entitled Consumer Bill of Rights Regarding Tax Preparers (TAF-07-09-11-P).  Senator Sampson asked the Department to revise the  rule to conform with statutory language by including the definition of a “refund anticipation check,” and the term “refund.”  In addition, Senator Sampson believed consumers may get confused about the regulation’s terms of refund, refund anticipation check and refund anticipation loan.  Senator Sampson asked the Department to make certain consumers are aware of the complete definitions of the terms and that they would be displayed on both the Tax and Finance web site and the Consumer Protection Board web site.

2/24/1864: Rebecca Lee Crumpler becomes the first black woman to receive an M.D. degree. She graduated from the New England Female Medical College. Rebecca Lee Crumpler was born in 1833. She worked from 1852-1860 as a nurse in Massachusetts.
