Testimony from Dec. 17 Public Hearing on Budget Reform

On Dec. 17, 2009, the Select Committee on Budget and Tax Reform held a public hearing in Manhattan on improving transparency, forecasting and flexibilty in New York State's budget process. The Select Committee heard oral testimony from eight experts on state budgeting issues and received written testimony from two others.

Select Committee Staff Report on Property Tax Exemptions

Senator Liz Krueger (D-Manhattan) released today a comprehensive report by the Senate Select Committee on Budget and Tax Reform on New York State’s property tax exemption system and its impacts on taxpayers.   The report, which is based on oral and written statements from the Select Committee's October 13 roundtable in Albany, explores why the Legislature has struggled with controlling the growth of these exemptions over the past three decades.

Select Committee receives staff report on modernizing New York State's telecommunications taxes

The Select Committee on Budget and Tax Reform on Thursday received a staff report on modernizing New York State's telecommunications taxes.

The report, which is based on oral and written statements from the Select Committee's August 12 roundtable, notes how New York State’s telecommunications tax system is long overdue for an upgrade. The last time it received a major overhaul was nearly 15 years ago — after an appellate court ruled that the state’s Utilities Tax discriminated against interstate and foreign commerce.
