A Special Day: Israel's 62nd Anniversary

This past Monday, the 19th, we celebrated the 62nd anniversary of Israeli Independence, a day also known as Yom Ha’atzmaut. I am very happy that this year the Senate commemorated Israeli Independence Day, and the unique bond between Israel and New York, through a resolution honoring the remarkable achievements of Israelis over the past 62 years.

A Note on the Budget

As I am sure you know, New York State, like much of the nation, faces an insecure financial future. We have high unemployment, inadequate tax collections, and a structural budget imbalance. As Vice-Chair of the Senate Finance Committee, my main responsibility for the first part of this year is to evaluate proposals to address the State’s budget deficit. I recognize what a critical responsibility this is, and have been immersing myself in budget hearings and testimony from groups and individuals around the State to help me better understand our options.

Select Committee Releases 2009 Annual Report

The Select Committee on Budget and Tax Reform has released a 2009 Annual Report, which highlights the activities of the committee during its first year of operation.

By the beginning of 2009, it became evident that New York tax policy needed a thorough review.  The ad hoc changes to the state’s revenue system have created a tax structure that is not linked to current policy goals. The tax system is riddled with loopholes and tax expenditures that need to be re-evaluated to determine whether they serve a public purpose.
