Senator Breslin Urges HMOs To Help Close The Healthcare Gap In New York's Underserved Communities

State Senator Neil D. Breslin (D-Albany) praised legislation introduced by State Senator John Sampson (D-Brooklyn) that would improve health care in medically-underserved communities, stimulate local economies by helping start-up businesses obtain health insurance and reduce the soaring costs of health care premiums by returning regulation of HMO rates to the State Insurance Department. The Albany lawmaker noted that Health Maintenance Organization (HMO) profits nearly doubled between 2001 and 2005, from $672 million to $1.3 billion, while HMO payment reimbursements decreased.

Senator Breslin Urges Parents To Start Early: Teach Children Proper Oral Hygiene

In recognition of Children's Dental Health Month, observed each February, State Senator Neil D. Breslin (D-Albany) today said one of the best ways New York parents can educate their children about good oral health care is to familiarize themselves with the fundamentals of pediatric dentistry. "While it's important to develop good oral health habits in children, it's just as important to understand and break bad habits, such as thumb sucking or swallowing large amounts of toothpaste, which can lead to the ingestion of too much fluoride," Senator Breslin said.

Senator Breslin Urges Women To Protect Themselves Against Cervical Cancer, Highly Preventable Through Regular Screening

State Senator Neil D. Breslin (D-Albany) today encouraged every adult woman to take advantage of Pap smear screening, which tests for cancer of the cervix. January is Cervical Cancer Screening Month.

"With the start of a new year, as many of us make resolutions to improve our lives, January is a perfect time to make an appointment to be screened," Senator Breslin said. The ability to detect subtle changes in the cervix before cancer develops, or find early cancer in its most curable stage, is one of the great success stories in women's health."

Senator Breslin Co-chairs Public Hearing On Judicial Diversity

At a public hearing held last week by the Senate Minority Conference, State Senator Neil D. Breslin (D-Albany) said New York must do more to promote widespread diversity on all levels of the State’s judicial system, including the Court of Appeals, the State’s highest court. "Our judiciary can only benefit from a diverse and varied viewpoint," said Senator Breslin, who convened the first of a series of public hearings on judicial reform along with Senate Democratic Leader-elect Malcolm A. Smith and State Senator John Sampson (D-Brooklyn).

State Funding Available For Public Libraries

The New York State Legislature has provided a one-time budget allocation of $14 million in capital funds for public library construction. Senator Breslin Celebrated In New Yorks Only Environmental Scorecard

           ( ALBANY , NY ) Senator Neil Breslin (D-46) was honored in the 2006 Voters Guide released by EPL /Environmental Advocates for forcing a vote in the Senate on one of the environmental communitys priority Super Bills. Not content with having his name on a Super Bill that was not allowed to the floor for a vote and could empower hundreds of  New York towns to protect their natural heritage, the Senator drafted his own version of the Community Preservation Act and forced a vote on the bill.

Senator Breslin Notes Dental Answers Are Just A Phone Call Away

State Senator Neil D. Breslin (D- Albany) encouraged New Yorkers with questions about oral health to take advantage of a toll-free hotline manned by multi-lingual dentists on Tues. October 24 from 6:30 to 8:30 p.m. "Many people have questions about oral or dental health," said Senator Breslin. "If you ever wanted to ask a dentist about whitening your teeth, or wondered why your gums are bleeding, this is an ideal opportunity to get answers." Participating dentists from the New York State Dental Association will be on hand to take calls on a range of oral health topics.

Senator Breslin Applauds Health Insurance Parity For Autism

State Senator Neil D. Breslin (D- Albany) praised a new law extending health insurance coverage to children diagnosed with autism, a neurobiological condition. Under existing law, many health insurance plans that routinely cover similar neurobiological disorders do not cover autism treatment. "Autism is a complex developmental disability that usually appears during the first three years of life, affecting a child’s ability to communicate and learn," said Senator Breslin.

Breslin Encourages Residents To Donate Blood

Traditionally, the blood supply decreases over the summer by as much as 15 percent, as high school and college blood drives are not scheduled and many donors leave town on vacation. The American Red Cross still has a responsibility to meet the demand of hospitals and their patients during this time and can only do so with the help of kindhearted volunteers. "It is impossible to place a dollar value on the worth of community support and volunteers," said Senator Breslin. Despite an increase in the demand for blood, there has not been a correlated increase in the number of blood donations.

Breslin Study Finds HMO Profits And Premiums Soaring

Senator Neil Breslin (D-Albany) today released a report documenting the soaring profits of New York’s health maintenance organizations (HMOs) -- profits that nearly doubled over a five year period. The study shows HMO profits increased 93 percent from 2001 to 2005, from $672 million in 2001 to a record $1.3 billion last year.

"Only about half of the men at risk for prostate cancer get screened for the disease," Senator Breslin explained.

Senator Breslin Praises Legislature For Override Of Tax Credit Vetoes

Senator Neil Breslin (D-Albany) today praised the Legislature for voting to override Governor Pataki’s veto of $1 billion in tax credits for New York’s working families. Unfortunately, the Governor has threatened to withhold the funds until constitutional issues are resolved. The override restores funds for the newly created Empire State Child Credit, and the School Tax Relief (STAR) Plus Rebate program.

Has A New Era Dawned In Albany?

Last year the state Legislature passed an on-time budget for the first time in over 20 years. In fact, it was the first on-time budget in a generation. After 21 years of bitter partisanship and government dysfunction, the Governor and Legislative leaders were finally able to come together to meet the budget deadline. But last year’s success put enormous political pressure on the Governor and Legislative leaders to reform the budget process and continue to deliver on-time budgets for New Yorkers.
