Following Governor Andrew Cuomo’s executive proposal for the State’s 2011-12 budget

“The only way to balance the State’s $10 billion deficit and revitalize its economy is to reduce state spending. The Governor seemingly recognizes this and has proposed to balance the budget without any tax increases or any plans to increase New York’s debt load through borrowing,” said Gallivan, “that is the right place to start budget negotiations.”

Senator Patrick M. Gallivan (R,C,I – Elma) expressed a sense of guarded optimism today, immediately following Governor Andrew Cuomo’s executive proposal for the State’s 2011-12 budget. The initial proposal, unveiled this afternoon in Albany, recommends a total State Budget of $132.9 billion, a 2.7 percent decrease from last year.

“The only way to balance the State’s $10 billion deficit and revitalize its economy is to reduce state spending. The Governor seemingly recognizes this and has proposed to balance the budget without any tax increases or any plans to increase New York’s debt load through borrowing,” said Gallivan, “that is the right place to start budget negotiations.”

ALBANY -- State Senate Republicans said Tuesday they will not water down a plan to hold the growth in local property tax increases at 2 percent annually, though the State Legislature's top Democrat questioned the GOP's commitment to the issue.

Senate Majority Leader Dean G. Skelos, R-Rockville Centre, noted that his house already has passed Gov. Andrew M. Cuomo's property tax plan and that now the Democratic-led Assembly's turn has come to adopt it.

This year, working with Governor Cuomo, we were able to enact a long-overdue property tax cap that caps property taxes at 2 percent annually. This is a great first step, but as I have said all along, capping property taxes can only work when combined with comprehensive mandate relief for local governments.

Senate Issues Mid-Year Economic and Revenue Report

This week the Senate Majority released a mid-year economic and revenue forecast for New York State. A copy of the report can be found at the Senate website, www.nysenate.gov.

Working together this year, with Governor Cuomo, we were able to close a $10 billion budget deficit. We balenced the budget by finding efficiencies in government, identifying areas to make responsible cuts in spending, and most importantly, held the line on taxes," said Senator Gallivan. "Significant challenges remain and I look forward to returning to Albany to address next year's budget, continuing to focus on fiscal responsibility, economic development, and job creation for Western New York."
