Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

SENATE PASSES 2012-13 BUDGET RESOLUTION

Gallivan: “Senate Plan Cuts Taxes, Reforms Medicaid, Protects Seniors and Schools.”

The New York State Senate voted to approve its 2012-13 Senate Budget resolution, continuing its focus on state spending, job creation, and structural reform to government.

The Senate budget, at just under $132.5 billion, keeps the total state spending increase below two percent, and spends less than the Executive Budget. The budget closes a $2 billion budget deficit and builds on last year’s successes in putting the state’s fiscal house in order.

Gallivan Advances Medicaid Reform and Mandate Relief Bill Through Social Services Committee

Senator Patrick M. Gallivan (R,C,I – 59th District) announced that legislation (S.5889C / A.8644A) he authored to structurally reform the cost administration of New York State’s Medicaid system passed the Senate Social Services Committee with unanimous support today. Gallivan’s bill -- the subject of much attention in the Capital and across the state -- incrementally transfers the local share of Medicaid traditionally paid by county governments to the state over the course eight years.

Statement From Senator Patrick M. Gallivan on the Governor’s State of the State Address

Senator Patrick M. Gallivan (R,C,I - 59th District) was selected by his Senate colleagues today to give official notification to Governor Andrew M. Cuomo that the Senate is standing at ready to conduct its business for 2012. Gallivan notified the Governor prior to the annual State of the State address this afternoon, which Gallivan applauded for “its strong vision for New York State’s future” while stressing the importance of building upon the cooperation and collegiality that enabled last year’s progress.

Reforming Medicaid to Relieve Your Property Tax Burden

This year, working with Governor Cuomo, we were able to enact a long-overdue property tax cap that caps property taxes at 2 percent annually. This is a great first step, but as I have said all along, capping property taxes can only work when combined with comprehensive mandate relief for local governments.

Gallivan Continues Statewide Tour To Eliminate Counties' Medicaid Mandate, Provide Property Tax Relief

Buffalo -- Senator Patrick M. Gallivan (R,C,I-Erie, Wyoming, Livingston, Ontario) and Assemblywoman Amy Paulin (D,I,WF-Westchester) were joined by state and local officials from across western New York Wednesday to announce bipartisan legislation (S.5889-B) that will structurally reform the cost administration of New York State’s Medicaid system by incrementally transferring full responsibility for funding the $44 billion program to the State -- gradually eliminating the local share traditionally paid by county governments. Senator Roy McDonald (R,C,I – Saratoga) is also a primary sponsor of the Senate legislation, but was unable to join his colleagues at the press conference.
