SENATOR SALAND TO HOST LYME DISEASE SEMINARS

Senator Steve Saland (R, I, C – Poughkeepsie) is hosting a free informational Lyme disease seminar – “Be Tick Free!” for Dutchess County residents.  Due to the importance of the information provided in this seminar, “Be Tick Free!”will be offered on two separate dates and locations in Dutchess County.

The first seminar will take place on Tuesday, May 29, from 10:00 AM – 12:00 NOON, in Rooms B & C, at The Henry A. Wallace Center at the FDR Presidential Library and Home in Hyde Park.  The second seminar will take place on Thursday, June 7, from 6:30 PM – 8:30 PM, at the Roy C. Ketcham High School Auditorium, 99 Meyers Corners Road in Wappingers Falls.

SENATOR SALAND’S LEGISLATION EXTENDING THE HUDSON VALLEY GREENWAY INDEMNIFICATION PASSES THE SENATE

Senator Steve Saland (R,I,C – Poughkeepsie) today announced his legislation to provide a five year extension of the existing indemnity provision included in the Greenway Act of 1991 (S.7106) has passed the Senate. This legislation extends the sunset date of December 31, 2012 for five additional years, until December 31, 2017.

SENATOR SALAND’S LEGISLATION HONORING FALLEN TROOPERS PASSES SENATE

Bill creates a State Trooper Highway Memorial Task Force

Senator Steve Saland (R,I,C Poughkeepsie) today announced Senate passage of his bill, S.698, which creates a State Trooper Highway Memorial Task Force to provide for the recognition of members of the Division of State Police who have died in the line of duty.

The Task Force would establish guidelines for how state troopers who have given their lives in the line of duty should be memorialized. The Commissioner of Transportation would then be responsible for the installation and maintenance of memorial signs. The memorial designation would not alter the official name of the highway.

SENATE PASSES LEGISLATION TO STRENGTHEN LEANDRA’S LAW

The New York State Senate today passed legislation, to strengthen Leandra’s Law. The legislation would ensure that offenders comply with the provision of the law requiring them to use ignition interlocks.

Leandra’s Law was passed in 2009 following the tragic death of 11 year old Leandra Rosado, who was killed while riding in a car driven by her friend’s intoxicated mother. As part of Leandra’s Law, all convicted DWI offenders must install and use an ignition interlock in all vehicles they own or operate for a period of at least six months after their DWI conviction. Ignition interlocks are breath test devices linked to a vehicle’s ignition system which prevent the car from starting if alcohol is detected in the driver’s breath.

SENATE PASSES BILL TO KEEP VIOLENT REPEAT OFFENDERS IN PRISON

Measure Prompted by Murder of Utica Woman by Career Rapist on Parole

The New York State Senate today passed legislation to require certain violent felons to serve their maximum prison term if there is evidence that their release would pose an imminent threat to society. The bill (S.6020A) would help protect the public by keeping repeat offenders off the streets and limit “good behavior” and other rewards from reducing the time spent in prison.

SENATE PASSES “MARK’S LAW”

Bill Would Make Killing an Emergency First Responder First Degree Murder

The New York State Senate today passed a bill (S.4717B) to make the killing of emergency first responders first degree murder, punishable by the stiffest penalty allowed by law - life without parole.

The bill, known as “Mark’s Law,” was introduced in memory of Mark Davis, the emergency medical technician who was shot to death while responding to a call for help in Cape Vincent on January 30, 2009. Mark’s family, including his parents Marsha and Larry Dickinson, his brother Michael and his sister Maricia Astafan, who just became an EMT first-responder, were in the Senate Chamber to witness passage of the legislation.

SENATE PASSES BRIDGE REFORM ACT

Legislation will ensure funding goes directly to road and bridge repair

The New York State Senate today passed the Bridge and Road Investment and Dedicated Fund Guaranteed Enforcement Reform Act, also known as the BRIDGE Reform Act. The bill (S.1071 will ensure that the dedicated fund, originally enacted in 1991, will go towards rebuilding, replacing and reconditioning highways and bridges to improve the safety of drivers who travel them.

SENATE PASSES BILL TO DEVELOP TRAINING AND CERTIFICATION PROGRAM FOR ANIMAL CONTROL OFFICERS

The New York State Senate today passed a bill (S.2490D to implement a training, examination, and certification program for animal control officers. The certification program, to be developed by Agriculture and Markets and the Department of Education, would be available to localities that choose to require animal control officers take the training program.

SENATE PASSES BILL TO CRACK DOWN ON COLLEGE HAZING

The New York State Senate today passed legislation to prevent the tragic injuries and deaths that can occur due to hazing at colleges and universities. The bill (S.1937) would help cut down on hazing by strengthening a college or university’s enforcement authority and increasing awareness of the consequences of hazing, underage drinking, and illegal drug use.

SENATE PASSES LEGISLATION WHICH MAKES VIEWING CHILD PORNOGRAPHY A FELONY

Bill closes loophole after Court of Appeals ruling that it is not a crime

The New York State Senate today passed legislation (S.7407) that would make the viewing of child pornography a felony crime. The bill amends current state law to say that a person is guilty of a crime when the person knowingly accesses child pornography with the intent to view.

The legislation comes after a state Court of Appeals ruling earlier this month that said viewing child pornography on the Internet is not a crime. This legislation closes that loophole.

SENATE PASSES LEGISLATION TO HELP DISABLED VETERANS

Bill Would Provide a Preference in State Contracts for Disabled Veterans

The New York State Senate today passed legislation (S.2423) that would give greater access to state contracts to veterans who were disabled during their service.

This bill would codify for New York an identical and highly successful program adopted for federal contracting. Given the increase in the number of veterans and disabled veterans due to recent overseas conflicts, this bill would provide a small measure of recognition that this group of selfless men and women deserve.

SENATOR SALAND’S LEGISLATION TO IMPOSE STRICTER SENTENCES ON ACTS AGAINST CORRECTIONAL FACILITY EMPLOYEES PASSES THE SENATE

Senator Steve Saland (R,I,C – Poughkeepsie) today announced that the Senate has passed his legislation that requires the courts to impose consecutive sentences on inmates who commit acts of violence against correctional employees (S.4436A).

Currently, it is possible for a judge to issue concurrent sentences for multiple counts arising from separate acts against employees of correctional facilities. Under S.4436A, crimes committed against correctional personnel by current inmates will be required to run consecutively with regard to any convictions the offender is currently serving.

Senator Steve Saland (R,I,C, Poughkeepsie) announced that Gaye Mallet is being honored today by the State Senate as a 2012 New York State Woman of Distinction.

The Senate’s “Women of Distinction” program was created in 1998 as part of the Senate’s celebration of Women’s History Month to honor New York women who exemplify personal excellence, or whose professional achievements or acts of courage, selflessness, integrity or perseverance serve as an example to all New Yorkers.

SENATE PASSES BILL TO PROTECT TEENS FROM SEXUAL PREDATORS AT SCHOOLS

The New York State Senate has passed legislation that would make it a crime for school employees to engage in sexual activity with students, including those who are older than New York’s legal age of consent. The bill (S.6714) addresses inappropriate student-school employee relationships by criminalizing sexual conduct between school employees and full-time students of elementary and secondary schools.

SENATE PASSES LEGISLATION TO REQUIRE INMATES TO MAKE MEDICAL COPAYMENTS

The New York State Senate has passed a bill (S.476) that would protect the taxpayers of New York State by requiring state and county correctional facility inmates to make copayments for health care visits the same policy that is in place in the federal prison system and two-thirds of the states.

SENATE PASSES BILL TO PROTECT REMAINS OF CRIME VICTIMS

The New York State Senate has passed legislation that would close a loophole in the state health law that gave a Western New York man who killed his wife the sole rights to her remains.

In 2009, Constance Shepherd of Tonawanda was brutally murdered by her husband, Stephen Shepherd. Her family fought to gain control of her remains to ensure a proper funeral and burial. However, under the state Public Health Law Stephen Shepherd had the sole rights to control the disposal of her remains. 

When the husband did finally act, it was to dispose of her body in a way that her family believes was intentionally disrespectful, in violation of the woman's beliefs and a further act of hostility towards her.

SENATE PASSES BILL TO REQUIRE IMMEDIATE INVESTIGATION BY LAW ENFORCEMENT OF ABUSE IN STATE FACILITIES

Measure Provides Timely Notification to Law Enforcement of Abuse of Children in Residential Care

The New York State Senate today passed legislation by Senator Steve Saland (R, I, C – Poughkeepsie), that would modify current reporting procedures involving the abuse of children in residential care (S. 6563). The measure guarantees that reports of certain abuse will be immediately forwarded to law enforcement. The passage of this legislation comes amidst the latest announcement by Governor Andrew Cuomo of his proposal to establish the Justice Center for the Protection of Persons with Special Needs.
