Senator Steve Saland (R, I, C – Poughkeepsie), Mayor Michael R. Bloomberg, and New York City Schools Chancellor Dennis M. Walcott announced new legislation today that will give school districts enhanced abilities to dismiss teachers who engage in acts of inappropriate sexual conduct with students. The legislation comes in the wake of a recent reports by the Special Commissioner of Investigation for the New York City School District, who noted that there was a 35 percent increase in complaints of inappropriate sexual conduct involving school employees in the first three months of 2012 as compared to 2011.

SENATE PASSES LEGISLATION WHICH MAKES VIEWING CHILD PORNOGRAPHY A FELONY

Bill closes loophole after Court of Appeals ruling that it is not a crime

The New York State Senate today passed legislation (S.7407) that would make the viewing of child pornography a felony crime. The bill amends current state law to say that a person is guilty of a crime when the person knowingly accesses child pornography with the intent to view.

The legislation comes after a state Court of Appeals ruling earlier this month that said viewing child pornography on the Internet is not a crime. This legislation closes that loophole.

SENATE PASSES BILL TO PROTECT TEENS FROM SEXUAL PREDATORS AT SCHOOLS

The New York State Senate has passed legislation that would make it a crime for school employees to engage in sexual activity with students, including those who are older than New York’s legal age of consent. The bill (S.6714) addresses inappropriate student-school employee relationships by criminalizing sexual conduct between school employees and full-time students of elementary and secondary schools.

Measure Provides Timely Notification to Law Enforcement of Abuse of Children in Residential Care

The New York State Senate today passed legislation by Senator Steve Saland (R, I, C – Poughkeepsie), that would modify current reporting procedures involving the abuse of children in residential care (S. 6563). The measure guarantees that reports of certain abuse will be immediately forwarded to law enforcement. The passage of this legislation comes amidst the latest announcement by Governor Andrew Cuomo of his proposal to establish the Justice Center for the Protection of Persons with Special Needs.

SENATOR SALAND’S LEGISLATION TO STRENGTHEN PENALTIES AGAINST CHILD PORNOGRAPHY PASSES THE SENATE

Bill enacts the Child Sexual Abuse and Exploitation Prevention Act

Senator Steve Saland (R, I, C - Poughkeepsie) today announced that the Senate has passed his legislation that enacts the Child Sexual Abuse and Exploitation Prevention Act, which includes measures designed to protect children from the dangers posed by Internet predators, child pornography, and child sexual abuse (S.5226A).

While laws have been enacted to counter online crimes and child prostitution, additional provisions are needed to assist law enforcement to address these heinous acts. This comprehensive measure unanimously passed in the Senate and has been sent to the Assembly for consideration.
