Saland Fights For School Safety Provisions In The Budget And Wins

Senator Steve Saland (R,I,C Poughkeepsie) today announced that critical funding for the Office of School Personnel Review and Accountability (OSPRA) and School Resource Officers (SROs) was restored in the State Budget. Saland was sharply critical of former Governor Spitzer’s proposal to cut funding for this investigative unit within the State Education Department (SED). He pledged to not only restore the cut, but to provide additional moneys to expedite the proceedings and clear up the backlog of cases. "Simply stated, Spitzer’s proposal placed children at risk", Saland said.

Senator Saland: Education Budget Provides $1.8 Billion Increase To Schools

Senator Steve Saland (R,I,C Poughkeepsie) today announced the final piece of the 2008-2009 budget with the passage of the Education, Labor and Family Assistance budget.

"This has been a challenging year due to a record $4.6 billion deficit and a change in administration right before the budget deadline," said Senator Saland. "This year’s enacted budget spends less than the budget submitted to us by the former Governor in January, yet still keeps our commitment to education, health care and job creation, while saying no to increased gas taxes and broad based taxes".

Saland Announces Increased Highway Funding For Dutchess County

Senator Steve Saland (R,I,C Poughkeepsie) today announced that the 2008-09 State transportation budget will increase highway improvement funding to all local governments in Dutchess County by a total of $873,844.

Close to $5.9 million in Consolidated Highway Improvement Program (CHIPS) Aid will be distributed to the County, as well as municipalities within the County, for a total increase of 17.5 percent over last year. This local assistance from CHIPS was included in the Transportation and Economic Development budget bill approved by the Legislature April 4.

Senator Steve Saland (R,I,C Poughkeepsie) today announced that the 2008-09 State transportation budget will increase highway improvement funding to all local governments in Columbia County by a total of $543,693.

Close to $3.5 million in Consolidated Highway Improvement Program (CHIPS) Aid will be distributed to the County, as well as municipalities within the County, for a total increase of 18.63 percent over last year. Saland Passes Bill To Crack Down Harder On Credit Card Fraud

Senator Steve Saland (R,I,C Poughkeepsie) today announced that his bill to include theft of credit or debit card numbers within the crime of grand larceny in the fourth degree has passed the Senate.

Senate Bill 4789 provides that if a person steals a credit or debit card number and intends to use it for an illegal purpose, they can be charged with grand larceny in the fourth degree, a Class E felony. Current law states that to be charged for this crime, a person would have to steal the actual credit or debit card, not just the number.

Senator Saland: State Budget Increases Aid To Municipalities

Senator Steve Saland (R,I,C Poughkeepsie) today announced the 2008-2009 State Budget includes an increase in State aid for cities, towns and villages. Aid and Incentives for Municipalities (AIM) funding is designed to help ease the burden of local property taxes and assist cities, towns and villages in meeting the needs of their residents. Governor Paterson had proposed a 2% reduction in AIM funding. The enacted budget restores that 2% reduction, keeps the proposed increase from the Executive Budget and adds an additional $29.6 million for cities.

Saland Bill Adds More Protections For Students Against Abuse

Senator Steve Saland (R,I,C Poughkeepsie) today announced his bill, S.5669A, which expands the protections for children against abuse in educational settings, has passed the Senate.

In a landmark law authored by Senator Saland in 2000, any allegation made by a student that he or she was physically or sexually abused by a school employee or volunteer had to be immediately reported by the school to law enforcement authorities. It also mandated criminal history background checks on all prospective school employees.
