Senate approves 'Recharge NY' to boost Upstate economy

Albany, N.Y., March 8—State Senator Tom O’Mara (R-C, Big Flats) joined his Senate colleagues today to unanimously approve legislation to comprehensively reform and strengthen New York’s key economic development power initiatives --  the Power for Jobs and Energy Cost Savings Benefits programs – that provide low-cost electricity to businesses and manufacturers locally and statewide.

The legislation creating the new program, which would be called “Recharge NY,” has long been seen by  O’Mara and many other upstate legislators as critical to giving current and prospective manufacturers the long-term certainty and stability needed to attract them and the jobs they create to the upstate region.

Upstate Decline

News reports this morning are telling us again that Upstate New York continues to lose population. Why?

Here's what one analyst said, "The basic connection is a strong economy and healthy job growth keeps residents..."

So it's a good time to remember that the Senate kicked off the 2011 legislative session with the approval of what we're calling the "Job Creation and Taxpayer Protection Act." It's aimed at jump-starting the upstate economy.

Senate approves legislation clearing way for emergency responses

Albany, N.Y., February 15—The New York State Senate has unanimously approved legislation co-sponsored by Senator Tom O’Mara (R-C, Big Flats) to allow emergency medical technicians (EMTs) to carry an automated external defibrillator (AED) in their personal vehicles and to use the AEDs to respond to emergencies during their off-duty hours.

Current state law doesn’t allow off-duty EMTs to possess and use the life-saving devices unless they’re specifically licensed as a public access defibrillator provider – a time-consuming and state-imposed expense that O’Mara said doesn’t make any sense.

O'Mara applauds local broadband expansion initiative (updated, February 15th)

Elmira, N.Y., February 14—The Southern Tier Central Regional Planning and Development Board (STC) announced today the beginning of a $12.2-million broadband development project that will construct an optical fiber broadband network across Chemung, Schuyler and Steuben counties and expand regional access to high-speed Internet services.

Progress

There's a long way to go in the 2011-2012 state budget adoption process, but there was an important step in the right direction this week when legislative leaders announced an agreement to utilize what's called the "conference committee process" to help us reach a final budget agreement before April 1st.
