Senator Montgomery Announce Comprehensive Budget Reform Proposals

For Release: April 7, 2010

NYS Senator Velmanette Montgomery (D-Brooklyn) joined today with members of her Senate Democratic Conference to announce comprehensive budget reform measures that will end Albany’s pattern of quick fixes and ensure New Yorkers receive a fiscally responsible budget. 

The legislative package provides for long-term financial planning, the enactment of stricter accounting principles, and mandates stringent standards of accountably for State-financed programs and services.

Dear Governor Paterson:

Thank you for your extraordinary support of School-Based Health Centers (SBHCs).   We are writing to ask you to exempt SBHCs from any further State Budget cuts this year and in the 2010-11 State Budget. As you know, School-Based Health Centers had their base funding reduced by over $1.5 million in the last budget cycle. We understand that further cuts are necessary due to the current State deficit.  But during these difficult financial times, underserved children and their families need more services, not less.

What Does This Bill Do?

~ It amends New York’s child welfare law to reflect the special circumstances of criminal justice involvedfamilies.

~ It grants foster care agencies discretion to delay filing termination of parental rights papers when a parent’s incarceration or participation in a residential drug treatment program is a significant factor in why the child has been in foster care for 15 of the last 22 months.
