The MTA Board is proposing to alter its agreement with Forest City Ratner Companies regarding the air rights and construction of a new rail yard for the Vanderbilt Rail Yards in Brooklyn. I urge this Committee and the MTA board to reject these changes. To approve these changes would be to continue the entirely questionable series of decision regarding this railyard and cast further doubt on the MTA’s ability and commitment to provide proper stewardship of this vital public authority. I urge you to reject these changes, cancel all contracts with FCRC, and issue a new RFP.

"The days following a natural disaster can be confusing and stressful, but it is important for those who have suffered property damage to file an insurance claim as quickly as possible to help protect their financial future," Governor Cuomo said.
Benjamin Lawsky, Superintendent of the Department of Financial Services, who oversees the State Insurance Department, said, "We will do everything we can to help people who suffered damage from the storm recover and get their lives back on track as quickly as possible. The purpose of insurance is to help people rebuild and we will be working to see that process does as smoothly as possible."

The Budget continues the Governor’s commitment to fiscal responsibility while creating jobs and strengthening communities across the state. It closes a multi-billion dollar deficit with no new taxes, fees or gimmicks, limits spending growth to two percent or below for the second year in a row, and launches the New York Works Task Force to invest billions of dollars to rebuild the state's roads, bridges, parks, and other infrastructure and create tens of thousands of jobs.
Governor Andrew M. Cuomo this week announced an additional and accelerated $489,445,820 investment for projects that will repair 84 miles of roads and one bridge in New York City and create thousands of jobs.
For the transportation component of NY Works, the Department of Transportation (DOT) reviewed its Capital Program and identified those projects, which can be accelerated by utilizing either the conventional design-bid-build project delivery mechanism or the newly-enacted design-build project delivery method.
The New York State Department of Transportation (NYSDOT) has released a competitive solicitation for project applications for up to $11.5 million under the Federal Transit Administration (FTA) Section 5310 Program for Federal Fiscal Year 2012. The Section 5310 Program (49 U.S.C. 5310) provides federal funding assistance to meet the specialized transportation needs of elderly individuals and individuals with disabilities.
Governor Andrew M. Cuomo unveiled the proposed 2013-14Executive Budget and Management Plan that builds on two years of balanced, fiscally responsible budgeting and invests in economic development, education reform, rebuilding after Superstorm Sandy, provides support to local governments and school districts, and includes no new taxes or fees.
Highlights of the Executive Budget:
· Eliminates $1.3 billion budget gap with no new taxes or fees. The expected gap for 2013-14 was projected to be $17.4 billion prior to the last two responsible budgets.
· Holds spending increases below 2 percent for third consecutive year.
The NYS Department of Financial Services (DFS) is setting new rules to speed the processing of insurance claims in areas affected by Storm Sandy. The new regulation reduces the amount of time an insurer can delay its decision on a claim, and requires insurers to report to the Department on how many claims it is delaying and the reasons for the delays.
