Comprehensive Plan Announced to Accelerate the Development of Atlantic Yards Project and Ensure Timely Delivery of Public Benefits

Governor Andrew M. Cuomo today announced a comprehensive plan to accelerate the development of Atlantic Yards, including a fast tracked timeline for delivery of affordable housing. The new plan will shorten the completion timeframe to build 2,250 affordable apartments by ten years, from 2035 to 2025. Additionally, the deal will create a board, the Atlantic Yards Community Development Corporation, to provide input on development, housing, and community impact throughout the completion of the project.

The City of New York, through its Housing Development Corporation (HDC), will provide financial support to ensure the delivery of two 100 percent affordable housing buildings, totaling at least 590 units, and construction will begin by December 2014.

Legislative Notebook: State Initiatives of Interest to Veterans

Here is a partial listing of bills I have supported this session to aid New York’s former servicemen and servicewomen. These initiatives will now go to Governor Cuomo for final action.

-- Legislation I co-sponsored was passed by both houses (S.7839, first introduced as S.4714)) to extend the Military Service Credit Law of 2000 to all veterans who have served in the military. Right now, public employees who served in the armed forces may purchase up to three years of pension credit only if their military service occurred during specified conflicts. This measure will expand this opportunity to public employee veterans who also served their country in peacetime.

Senator Montgomery Announces Passage of New York's Compassionate Care Act

Senator Montgomery announced passage of legislation to establish a medical marijuana program in New York State. The legislation includes provisions to ensure medical marijuana is reserved only for patients with serious conditions and is dispensed and administered by the appropriate state agencies to ensure that the program cannot be abused.

Senator Montgomery is a co-sponsor of the legislation, which was passed by both the Senate and Assembly on June 20, 2014.

The bill passed by the State Legislature and supported by Governor Cuomo will:

• Establish a certification and registry process for physicians to administer medical marijuana;

• Put in place a process for patients to obtain, and manufacturers to dispense, medical marijuana;

Legislature Approves Senator Montgomery's Bill to Improve Family Visiting Program in Prison

Albany, NY: Final legislative approval was recently given to the Family Visitation Bill (S.1413/A.4606), a criminal justice measure that seeks to strengthen family ties among New Yorkers who are incarcerated and their loved ones on the “outside.”

The legislation, sponsored by NYS Senator Velmanette Montgomery (D-Brooklyn) and Assemblymember Gabriela Rosa (D-Manhattan), requires the Department of Corrections and Community Supervision to establish and maintain a public website and dedicated toll-free telephone line to provide up-to-date information regarding specific visitation rules and regulations for all individual correctional facilities throughout the state.

Senator Montgomery and Assemblyman Ortiz Urge Passage of Briana's Law, CPR Legislation Could Save Lives by Re-Training Police Officers

Senator Velmanette Montgomery (D-Kings) and Assemblyman Felix W. Ortiz (D-Brooklyn) held a press conference today at the Million Dollar Staircase in the State Capitol in Albany, New York with advocates and supporters of Briana’s Law (A.10142/S.7886). This legislation will require law enforcement agents, including state police, to receive cardiopulmonary resuscitation (CPR) re-training every two years. The bill was drafted in response to the tragic death in 2010 of Briana Ojeda, an 11 year old girl who suffered a severe asthma attack and subsequently died after the attending police officer was unable to administer CPR.

Governor Signs Legislation to Provide Tax Relief for Homeowners with Properties Damaged by Superstorm Sandy

Legislation, proposed by Mayor Bill de Blasio and signed into law by Governor Cuomo, will provide relief to New York City residents subject to higher property taxes as a result of repairs to homes severely damaged by Superstorm Sandy. The legislation was unveiled by both the Mayor and the Governor in April at the 2014 NY Rising Community Reconstruction Spring Conference in Albany.

Cuomo this week announced more than $350,000 under the FreshConnect Farmers’ Market program to fund 17 farmers’ markets across the state and provide valuable incentives for SNAP participants and veterans. Currently in its fourth year, the FreshConnect Farmers’ Market program has increased capacity for farmers to directly market their products to consumers while providing New Yorkers in underserved communities with new opportunities to purchase farm fresh products.
