Senate Passes Legislation To Eliminate The Local And New York City Sales Tax On Clothing

Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced the New York State Senate today gave final approval to legislation (S.5864) that would eliminate the New York City portion of the sales tax on all clothing and footwear purchases in the City of New York. The Senate also passed a bill (S.6327) that would allow localities to eliminate the local county sales tax on all clothing and footwear purchases.

Larkin Bills To Give Tax Breaks To The State's Grape Growers & Wine Makers Pass Senate

Larkin Comments On Proposal To Protect State Pension Funds From Organizations With Terrorist Ties

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today issued the following statement:

"There is currently a bill in the Senate that would direct the State Comptroller not to invest New York’s pension funds in companies that do business with known terrorists, or in nations identified as supporters of terrorism.

Without state sponsors and without companies investing in them, terrorist groups would have much more difficulty obtaining funds, weapons, materials, and hidden locations to plan their crimes.

Senate Passes Larkin Bills To Aid State's Farmers

The New York State Senate has passed several bills sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) designed to assist the state’s farmers.

Senate bill S.427 would give a partial agricultural property tax credit on a farmer’s school taxes if the farmer earns at least 40 percent, but not more than 2/3 of his or her family's gross income, from farming. "This bill should help to stabilize the rapid loss of farmland in the state, particularly in continually developing areas such as Long Island and the Hudson Valley," said Senator Larkin.

Homeowners' Associations Given Increased Ability To Collect Unpaid Dues Under Larkin Bill

According to a bill (S.645) sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) and passed by the State Senate, homeowners’ associations would be authorized to place a lien on the homes of those who do not pay their association dues.

Members of homeowners’ associations agree to a common charge in order to receive services such as snow plowing, road repair, sanitation, signage, lighting, and common grounds maintenance.

Senate Passes Larkin Bill To Give Peace Officer Status To New Windsor Court Officers

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that the State Senate has passed legislation he sponsored (S.2894) to designate uniformed court officers of the Town of New Windsor as peace officers.

The bill was requested by the Town of New Windsor.

It has been passed by both the State Senate and Assembly and will be sent to the Governor for his approval.

Larkin Plan Would Allow Small Businesses To Purchase Healthy Ny And Save 5-7% On Health Insurance Costs

The State Senate has passed legislation (S.205) sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) to allow small business owners to purchase the Healthy New York insurance product even if they already offer their employees health insurance.

The bill would permit owners of a sole proprietorship or a small business to purchase both individual and family insurance policies for their employees under the Healthy New York insurance program.

Senate Passes Larkin Bill To Expand Shawangunk Wine Trail

Legislation sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) to expand the routes on the Shawangunk Wine Trail was today passed by the State Senate.

According to the bill (S.4293), the length of the Shawangunk Wine Trail would be extended to create the "Shawangunk East Wine Trail" which will include Route 94 from the Village of Washingtonville eastbound to U.S. Route 9-W, then northbound on U.S. Route 9-W to Routes 44-55 in Highland and then westbound on Routes 44-55 to the intersection with Route 208 in Gardiner.

Larkin Bill To Link Boces And Libraries For Shared Internet Services Passes Senate

Legislation that Senator Bill Larkin (R-C, Cornwall-on-Hudson) introduced earlier this year to allow local libraries to access high-speed Internet services from Boards of Cooperative Educational Services (BOCES) has passed the State Senate.

The bill (S.2082) would give any BOCES the ability to contract with individual libraries or library systems and provide high-speed Internet services or community relations services to the libraries at a reduced cost for both.

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced legislation he sponsored (S.3830-C) to increase revenue from video lottery terminals for education and local tourism has passed the State Senate.

The bill aims to increase the video lottery race track vendor license fee so that vendors, particularly smaller upstate gaming facilities, will have the resources to contribute to state aid for schools, and build and maintain top quality VLT gaming facilities that lead to the creation of new tourism destinations throughout the state.

Senate Passes Larkin Bill To Create Military Family Relief Fund

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that the State Senate has passed legislation he sponsored (S.234) to create the New York Military Family Relief Fund which would give financial assistance to the families of servicemembers while they are away on active duty.

The fund would assist New York residents who are members of the militia, national guard or armed services reserves and who have been called to active duty away from their homes for at least 30 days.

Larkin Proposes Automatic Suspension Of Driver's License For Committing Auto Insurance Fraud

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced the State Senate has passed legislation he sponsored that would automatically suspend the driver’s license of anyone convicted of committing auto insurance fraud.

The bill (S.4040) states that anyone convicted of committing auto insurance fraud will have his or her driver’s license automatically suspended from between one month and ten months depending on the severity of the crime.

Larkin Bill To Allow Transfer Of Funds Within The Village Of Washingtonville Passes Senate

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that legislation he sponsored (S.4968) to allow the Village of Washingtonville to perform an internal transfer of surplus funds has passed the State Senate.

The Village of Washingtonville is currently holding surplus funds in the amount of $111,000 that were raised for the construction of a senior citizen development project called HUB-I. The project was completed in 1990.

Senate Passes Legislation To Charge Drunk Drivers Who Kill With Homicide

Senate Passes Several Measures Proposed By Senator Larkin

The State Senate has passed an array of measures this week sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) designed to assist the state’s farmers, horse racing industry, local taxpayers and veterans.

Senate bill 1046 allows farmers to file a late application for a real property tax exemption if they suffer a catastrophic event such as a flood that damages their property or the destruction of their home by wind, fire or flood.

Senate bill 2019 expands the number of retail sales outlets that micro-distilleries can use to market and sell their products.
