Larkin: $30 Million In State Budget For New Occc Campus In Newburgh

Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced that the New York State budget passed today by the full Legislature contains $30 million dollars for the construction of a new Orange County Community College campus in the City of Newburgh.

The $30 million appropriation from the state will be matched by Orange County for a total of $60 million.

"This is a victory for the residents of Orange County, and particularly the City of Newburgh," said Senator Larkin. "For months, we have been working to secure this funding in the state budget.

Larkin Announces Agriculture Funding In Budget

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that the 2006-07 state budget agreed upon by the Legislature includes significant increases in state aid for cities, towns, and villages in Orange and Ulster Counties to help ease the pressure of local property taxes.

Senator Larkin Looks To Protect Tow Truck Operators

In the interest of protecting tow truck operators as they work on busy roads and highways, Senator Bill Larkin (R-C, Cornwall-on-Hudson) is sponsoring legislation (S.1609) that would establish in law the proper procedures for approaching and passing stopped tow trucks that are helping other motorists.

"The nature of their job often puts tow truck operators in very dangerous positions on our roads and highways," said Senator Larkin. "Every year in New York several operators are killed or severely injured by other drivers’ excessive speed and bad judgement.

Parents Would Learn Kids' College Grades Under Larkin Bill

Legislation sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) requiring institutions of higher education to notify parents and guardians of their college student’s course grades has passed the State Senate.

The bill (S.223) would require all colleges and universities within New York State, upon request, to notify parents and guardians of a college student with that student's grades and semester grade point average.

"In most cases, parents are the ones providing a substantial amount of financial assistance to cover their children’s college tuition and other expenses,"

Larkin Calls For Answers On Recent Gas Price Spike

Senator Bill Larkin has called upon Attorney General Eliot Spitzer to remain diligent in protecting consumers from the danger of gas price gouging.

"Why has there been another sudden and extreme spike in gas prices at the pump?" asked Senator Larkin. "Crude oil prices have been relatively stable recently, winter has passed, the weather is warming up, there have been no holidays to cause a hike in prices, and there have been no storms or natural disasters in New York.

Larkin Pushes Hard For Local Labor Projects

Calling for the release of $1 million in labor agreement funding set aside in 1999 for projects associated with Stewart International Airport, Senator Bill Larkin (R-C, Cornwall-on-Hudson) has appealed to the Governor’s office and the New York State Division of the Budget, for immediate action.

When the National Express Group leased Stewart International Airport from the state in 1999, it made an initial lease payment of $35 million.

Senate Passes Larkin Bill To Assist Micro-distilleries

The New York State Senate has passed legislation (S.4075-A) sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) that would allow micro-distilleries to sell their products at wineries and farm wineries throughout the state.

"Under current law, micro-distilleries can only sell their products to a wholesaler or retail store," explained Senator Larkin. "These little family-run distilleries manufacture very limited quantities of spirits and therefore generally do not have broad name recognition.

Larkin And Senate Pass Bill To Eliminate $1 E-z Pass Surcharge

The New York State Senate today passed legislation, cosponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) that would prohibit agencies that administer E-ZPass in New York State from charging monthly surcharges.

The bill (S.6331) is a response to complaints from downstate motorists about an unwarranted $1 administrative service charge being tacked onto their E-ZPass account bills each month.

Larkin Request For Local Agriculture Funding Included In Senate Budget

Upon the successful lobbying of Senator Bill Larkin (R-C, Cornwall-on-Hudson), the State Senate has included $85,000 for the Hudson Valley Laboratory and $500,000 for the New York State Apple Growers’ Association in its version of the New York State Budget.

Located in Highland, New York, the Hudson Valley Laboratory conducts applied research to improve the production of fruit and vegetable crops grown in eastern New York, and to assist New York growers through educational programs organized by Cornell Cooperative Extension and Cornell University scientists.

At the invitation of Senator Bill Larkin (R-C, Cornwall-on-Hudson), members of the Monroe-Woodbury Crusaders today traveled to Albany to continue the celebration of their win in the Class AA high school football state championship.

Senate Passes Its 2006-07 State Budget Plan

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced the New York State Senate has passed its proposed 2006-07 state budget, a plan that returns more than $6.4 billion to state taxpayers through tax cuts over the next three years; rejects more than $450 million in proposed increases in taxes and fees; increases the state's investment in education by $1.1 billion; rejects a proposed tuition increase and cuts in tuition assistance and restores important funds for health care.

"The Senate budget plan is balanced and fiscally-responsible," said Senator Larkin.

Larkin Supports Bill Allowing Locals To Set Speed Limits

Senator Bill Larkin (R-C, Cornwall-on-Hudson) is cosponsoring legislation in the State Senate that would authorize cities, towns and villages to establish speed limits as low as 15 miles per hour on certain residential streets.

"Current law prevents municipalities from setting speed limits below 30 miles per hour or below 25 miles per hour in certain circumstances," said Senator Larkin. "But, residents and local officials know best which streets in their neighborhoods should have lower speed limits.

Larkin Fights To Increase Penalties On Deadbeat Parents

Senator Bill Larkin (R-C, Cornwall-on-Hudson) is cosponsoring legislation (S.6598) in the State Senate to increase the penalties for anyone who fails to pay child support for children up to the age of eighteen as opposed to the current age of up to 16.

"Although New York State law requires a parent or legal guardian to support a child until the age of 21, the way the Penal Law is currently written, we cannot prosecute these deadbeat parents when the child is over 16 years of age," said Senator Larkin.

Larkin Backs Bill Allowing "frozen" Credit Reports

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced he is cosponsoring legislation (S.6805) in the State Senate to allow victims of identity theft or anyone concerned that they might be at risk of having their identities stolen to place a "freeze" on their consumer credit report.

"While New York already has tough laws criminalizing identity theft, we still rank eighth in the nation in the number of identity theft complaints reported to the Federal Trade Commission," said Senator Larkin. "This is a serious concern.
