Statement by Senators Larkin and Tkaczyk Urging the Assembly to Reconvene and Pass Ulster County’s Sales Tax Legislation

Senators Bill Larkin (R-C, Cornwall-on-Hudson) and Cecilia Tkaczyk (D, Duanesburg) today called on the New York State Assembly to reconvene to pass legislation which would extend Ulster County’s additional 1% sales tax.  Failure by the Assembly to act will result in $26 million in lost revenue to the County, its towns and the City of Kingston.

Local Libraries Are A Great Place To Start

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today reminded students to continue to read during their summer vacations and to participate in the New York State Senate’s Dig Into Reading summer reading program.  This program is run in conjunction with the NYS Education Department and offers students the opportunity to register their books online and track their reading progress.  The website also offers age-appropriate reading suggestions and allows you to see which schools are reading the most and which books other students are reading.

STATEMENT BY SENATOR BILL LARKIN REGARDING THE ASSEMBLY’S FAILURE TO PASS ULSTER COUNTY SALES TAX LEGISLATION

SENATE PASSES PUBLIC ASSISTANCE INTEGRITY ACT

Legislation To Curb Abuse of Public Assistance

The New York State Senate today approved the “Public Assistance Integrity Act,” sponsored by Senator Tom Libous (R-C-I, Binghamton),  that would help cut down on the flagrant abuse of EBT (Electronic Benefit Transfer) cards by prohibiting welfare recipients from using cash assistance to purchase tobacco, alcoholic beverages, lottery tickets or to gamble.

SENATE GIVES FINAL PASSAGE TO BILL TO TEST NEWBORNS FOR CONGENITAL HEART DEFECTS THROUGH PULSE OXIMETRY SCREENING

The New York State Senate today gave final legislative passage to a bill that would require all birthing facilities to screen newborn babies for congenital heart defects (CHDs) through a process called pulse oximetry screening. The bill (S.270B), sponsored by Senator William Larkin (R-C, Cornwall-on-Hudson), will save lives through earlier detection of possible heart defects.

“Pulse oximetry screenings are painless, and take one minute to perform,” said Senator Larkin. “By performing this simple test, doctors can take the appropriate and necessary steps to ensure that newborns get the care they need, should they have heart defects. Simply, this measure will save lives.”

LARKIN ANNOUNCES TRANSPORTATION SUMMIT

Senator Bill Larkin (R-C-I, Cornwall-on-Hudson) today announced that the Orange and Sullivan Counties Employment Alliance Network (OSCEAN) and the Local Business Advisory Council (LBAC) will be hosting a Transportation Summit on Wednesday, June 26, 2013, at The Lobby at the Ritz Theater in Newburgh.

The purpose of the Transportation Summit is to bring together parties that use, fund and provide public transportation services in Orange and Sullivan Counties, and to then develop ways to help individuals who do not or cannot drive get transportation to workplaces within the region.

Senator Larkin, Assemblyman Skartados Secure $4.19 Million in Emergency Aid to Help Marlboro Central School District

With the Marlboro Central School District facing a dire budget gap, Senator Bill Larkin (R,C,I-Cornwall-on-Hudson) and Assemblyman Frank Skartados (D-Milton) announced the 2013-14 state budget comes through with $4.19 million in emergency aid to help the district during its crisis (S.2603-E/A.3003-E). In addition to providing the educational funding needed to give students a quality education, the aid will go a long way to help hold the line on school property taxes, Skartados noted.

SENATOR BILL LARKIN ANNOUNCES $75 MILLION INCREASE IN CONSOLIDATED LOCAL STREET AND HIGHWAY IMPROVEMENT PROGRAM (CHIPS)

Senate Republicans Call on Governor To Remove Utility Tax Surcharge Extension From Executive Budget

Senate Republican Leader Dean Skelos and members of the Senate Republican Conference were joined today by leaders of statewide business organizations to urge Governor Cuomo to remove the proposed extension of the utility tax surcharge from his Executive Budget. The 18-a surcharge, which has increased utility bills for every ratepayer in the state,  is scheduled to expire on March 31, 2014.  The Governor’s proposed five-year extension would cost businesses and consumers a total of almost $3 billion.

LARKIN REMINDS HOMEOWNERS TO APPLY FOR STAR BY MARCH 1st

Senator Bill Larkin (R-C-I, Cornwall-on-Hudson) is reminding homeowners that the deadline to apply for both the Basic and the Enhanced STAR school property tax exemption is March 1, 2013.

Basic STAR is available for primary residences where the owners’ total income is $500,000 or less.  Basic STAR works by exempting the first $30,000 of the full assessed value of a home from school taxes.  Homeowners generally only need to apply for this exemption once.

LARKIN REAPPOINTED TO KEY SENATE STANDING COMMITTEES AND BUDGET SUBCOMMITTEES

Senator Bill Larkin (R-C-I, Cornwall-on-Hudson) announced that he has been reappointed to several key standing committees in the New York State Senate for the 2013 Legislative Session.  Specifically, Senator Larkin has been reappointed to the following committees:  Corporations, Authorities and Commissions; Finance; Health; Insurance; Rules; Transportation; and Veterans, Homeland Security and Military Affairs.

Larkin also announced that he has been named to serve on the Senate's 2013 Health and Mental Hygiene budget subcommittees.  These subcommittees review aspects of the Governor's state budget and make recommendations for the upcoming budget negotiations between the Senate, Assembly and the Governor.
