NEW YORK STATE SENATE MOVES TO SAVE CONSERVATION FUNDING

Senator Bill Larkin Concerned Federal Matching Funds in Jeopardy

The New York State Senate this week passed legislation (Senate bill S.5921) sponsored by Senator Mark Grisanti which would preserve New York’s federal matching funds for two key conservation programs geared for fish and wildlife restoration.  It will bar the transfer of state funds from any account contingent upon a matching requirement for the receipt of federal revenues.

NEW YORK STATE SENATE MOURNS THE LATE ASSEMBLYMAN TOM KIRWAN

The New York State Senate unanimously passed a Legislative Resolution today mourning the death of the late Assemblyman Tom Kirwan from Newburgh. 

 "Newburgh and the entire Hudson Valley lost a true friend when we lost Tom Kirwan," said Senator Bill Larkin (R-C, Cornwall-on-Hudson).  "He was a tireless advocate for the region and enjoyed bringing old-fashioned common sense to the legislative process.  I will miss his sage advice and sense of humor but most of all I will miss his friendship and his belief in the values of good government," said Larkin.

Larkin, Galef Commend Governor for Signing Legislation to Create a Certificate for Stillbirth

 

 

(September 26, 2011) Senator Bill Larkin and Assemblywoman Sandy Galef announced that Governor Andrew Cuomo has signed their legislation creating a Certificate for Stillbirth.

Governor Cuomo signed this bill on September 23, 2011 (Chapter 552) after the legislation, A8178/S3111, was approved by the New York State Legislature in June. This new law offers parents the option of requesting a certificate of still birth from the Health Department if they so choose, and they would be able to record a name for their stillborn fetus on the form. Currently, parents who experience one of the more than 1,700 still births per year in New York are only given a fetal death certificate.

LARKIN URGES HOMEOWNERS TO APPLY FOR NEW HOUSEHOLD APPLIANCE GRANT PROGRAM

SENATOR LARKIN ANNOUNCES FEDERAL DISASTER AID APPROVED FOR ORANGE COUNTY

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that federal disaster assistance is now available to residents and businesses in Orange County as a result of damages caused by Hurricane Irene. Both Orange and Ulster counties have now been deemed federally recognized disaster areas.

"I am thankful that FEMA officials have recognized that Orange County was not spared from Irene’s wrath," said Senator Larkin. "Every resident and business owner in Orange and Ulster counties impacted by Irene should contact FEMA immediately to discover what kind of assistance is available to them."

LARKIN URGES RESIDENTS TO APPLY FOR FEMA DISASTER AID

Senator Bill Larkin (R-C, Cornwall-on-Hudson) is urging individuals and businesses in Ulster and Orange counties who were impacted by Hurricane Irene to contact the Federal Emergency Management Agency (FEMA) and apply for federal disaster assistance.

"Ulster County has been designated as a federal disaster area and its residents and businesses are therefore eligible for federal disaster aid," said Senator Larkin. "Although Orange and a few other hard-hit counties in the Hudson Valley have not received the disaster designation, FEMA officials are still encouraging the residents in these communities to apply for aid. Applying will get you in FEMA’s system and get the ball rolling."

SENATE PASSES HISTORIC PROPERTY TAX CAP LEGISLATION

Bill Also Provides for Mandate Relief

The New York State Senate today passed historic property tax relief legislation that enacts a cap on the growth of local property taxes.

The bill (S.5856), sponsored by Senate Majority Leader Dean G. Skelos, will cap school and local government taxes to less than two percent or the Consumer Price Index (CPI), whichever is lower. Mandate relief is also included, with $127 million in savings to local governments, in addition to the creation of a Mandate Relief Council to identify and repeal unsound, unduly burdensome laws and regulations.

LARKIN STILLBIRTH LEGISLATION PASSES SENATE

Senator Bill Larkin (R-C,Cornwall-on-Hudson) announced today that the New York State Senate has passed legislation which will direct the Department of Health to establish a "Certificate of Still Birth" which can be issued upon request to families suffering a stillbirth.

 

"To families who have suffered this terrible loss, the Certificate of Still Birth will help them to begin the healing process," said Senator Larkin. "My heart goes out to everyone who has endured this tragedy and I hope this acknowledgment of their stillbirth will allow them a form of closure during this difficult time."

Removing Payroll Tax Burden Will Help Businesses Create Jobs

The New York State Senate today passed legislation (S.5596A/ A.8193A) to repeal the MTA Payroll Tax, easing an enormous financial burden that has caused job losses and hurt businesses across the downstate region. The bill, which has strong support from business organizations including the Business Council of New York State and the National Federation of Independent Businesses, is sponsored by Senator Lee M. Zeldin (R, C, I- Shirley), Senator Bill Larkin (R,C - Cornwall-on-Hudson) and other Senators representing the 12-county MTA region.

  Bill Addresses Recent Incidents of Dangerous Bus Drivers with a

History of Criminal Driving Convictions

 

The New York State Senate today passed legislation, cosponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson), that would help ensure bus safety and crack down on so-called "terror" bus drivers. The bill requires bus drivers to submit to a criminal history check. The legislation aims to improve safety for bus passengers following a string of bus crashes caused by dangerous bus drivers with a history of criminal driving convictions.

Federal Budget Plan Harms New York

Senator Bill Larkin (R-C, Cornwall-on-Hudson) joined New York City Mayor Michael Bloomberg and Senator Greg Ball, Chairman of the Senate Committee on Veterans, Homeland Security and Military Affairs, in denouncing Washington's attempts to reduce New York's homeland security funding in the federal budget proposal. New York is slated to see a reduction of $186 million in homeland security funding should the cuts go through.

STILLBIRTH LEGISLATION PASSES SENATE


BILL WOULD ALLOW NEW STATE CERTIFICATE TO RECOGNIZE STILLBIRTHS

Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced today that the New York State Senate passed legislation he is sponsoring, Senate bill S.3111, which would allow for the New York State Department of Health to issue a "Certificate of Birth Resulting in Stillbirth."

 

"This legislation recognizes the ordeal which parents go through during this difficult experience," said Larkin. "It is a way for them to acknowledge the baby and the event that occurred at a formal level. They may even include the stillborn child's name on the certificate if they so desire," said Larkin.

U.S. Postal Service Makes Purple Heart Stamp "Forever"

An effort to honor military heroes that began in the New York State Senate 11 years ago has now resulted in the U.S. Postal Service announcing that the Purple Heart postage stamp has been classified as a “Forever” stamp, ensuring that it will continue in circulation.

STAR Q&A

The School Tax Relief Program, or STAR, was sponsored by the New York State Senate to provide a partial exemption from school property taxes for New York State residents who own homes. Since it was enacted in 1997, STAR has saved homeowners more than $21.5 billion. Now that STAR is fully implemented, more than three million homeowners will save nearly $4.7 billion this year.
