An effort to honor military heroes that began in the New York State Senate 11 years ago has now resulted in the U.S. Postal Service announcing that the Purple Heart postage stamp has been classified as a “Forever” stamp, ensuring that it will continue in circulation.
The School Tax Relief Program, or STAR, was sponsored by the New York State Senate to provide a partial exemption from school property taxes for New York State residents who own homes. Since it was enacted in 1997, STAR has saved homeowners more than $21.5 billion. Now that STAR is fully implemented, more than three million homeowners will save nearly $4.7 billion this year.

" Specialist Thomas Wilwerth Military Dignity Act"
The New York State Senate passed legislation today (S.3901), that would limit protests at military funerals. Called " Specialist Thomas Wilwerth Military Dignity Act," the proposed law is named for an Iraq War Veteran who lost his life in combat in 2006.
New legislation that would allow more time for military absentee ballots to be mailed and counted in special elections has been signed into law by Governor Andrew Cuomo.
The legislation (S.3500) ensures that current state law conforms with the federal law requiring election officials to finalize and transmit the final ballot to military voters overseas within 45 days of a special election.

Placing the C-17's at Stewart will ensure the long term stability of the Air Force Base and is a great boost to the Hudson Valley economically," said Larkin.

Senator Bill Larkin (R-C, Cornwall-on-Hudson) wants to remind those individuals who have a pre-existing health condition but do not have insurance coverage that applications are now being accepted through the New York Bridge Plan. This new insurance plan covers individuals who have a pre-existing medical condition but have not had insurance coverage for the past six months. To be eligible, you must also be a New York State resident and a US citizen or legal resident.
Senator Bill Larkin (R-C, Cornwall-on-Hudson) recently announced that the U.S. Department of Veterans Affairs has made available a new medallion, which is to be affixed to an existing privately purchased headstone or marker to signify a deceased person’s status as a veteran.
Bills Will Allow Town of Montgomery and the Village Cornwall-on-Hudson to Offer Retirement Plans For Police Officers
Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced that Governor David Paterson recently signed two pieces of legislation into law pertaining to the Town of Montgomery and the Village of Cornwall-on-Hudson.
The first bill authorizes the Town of Montgomery to offer an optional retirement plan to one of their police officers. The second bill authorizes the Village of Cornwall-on-Hudson to offer an optional twenty year retirement plan to four of their police officers.

On October 1st, New York State will begin collecting 4 percent sales tax on clothing and footwear costing $110 or less as part of the 2010-2011 state budget approved by the Democrats who control state government.
"Between the last two state budgets, both of which I voted against, taxes and fees have increased by an incredible $12 billion," said Senator Larkin. "How many more people, jobs and businesses have to leave New York before the Democrats ‘running’ this state realize that tax increases are adding to our problems, not solving them?"

Senator Bill Larkin (R-C, Cornwall-on-Hudson) joined with the New York State Department of Correctional Services (DOCS) in announcing the new exam date for persons interested in becoming a correction officer. Under the auspices of the NYS Department of Civil Service, the exam will be held on October 16, 2010. The deadline for filing an application is September 13, 2010.
Senator Bill Larkin (R-C, Cornwall-on-Hudson), along with his Senate Republican colleagues, today unanimously supported legislation to enact a property tax cap, leading the way for its passage despite a lack of support from a quarter of the members of the Senate Democratic Conference.
