SENATE PASSES BILL TO REPEAL MASSIVE MANDATE ON BUSINESS

Wage Theft Prevention Act Is A Mountain of Costly, Useless Paper

 The New York State Senate today passed legislation (S.6063A), sponsored by Senator John A. DeFrancisco, Chairman of the Senate Finance Committee, to repeal the notification provisions of the Wage Theft Prevention Act, a massive, costly mandate on every employer in the state. 

 “I fully support this legislation and hope that the Assembly sees fit to pass this bill immediately,” said Senator Bill Larkin (R-C, Cornwall-on-Hudson).  “It will give our businesses, particularly our small businesses, relief from this costly paperwork burden and will go a long way towards making New York more competitive when attracting new private sector jobs.”

LARKIN REMINDS HOMEOWNERS TO APPLY FOR STAR BY MARCH 1ST

Senator Bill Larkin (R-C, Cornwall-on-Hudson) is reminding homeowners that the deadline to apply for both the Basic and the Enhanced STAR property tax exemption is March 1, 2012.

Basic STAR is available for owner-occupied, primary residences where the owners’ total income is less than $500,000.  Basic STAR works by exempting the first $30,000 of the full assessed value of a home from school taxes.  Generally, homeowners only need to apply for this exemption once.

Work Begins Immediately To Ensure an On-Time Budget

Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced that he has been asked to serve on both the Health and Mental Hygiene Budget Subcommittees in the Senate.  These subcommittees review the Governor’s budget proposals and report to the full Conference with recommendations on key issues in those areas.

SENATOR LARKIN VOTES TO APPROVE HISTORIC EXPANSION OF DNA DATABANK – KEY MEASURE TO HELP SOLVE CRIMES, COMBAT SEXUAL PREDATORS

Launches “Join the Fight” Online Petition at www.larkin.nysenate.gov

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today announced that the State Senate has approved legislation to implement the largest expansion of the State’s DNA databank since it was first created in 1994.  The expansion would help law enforcement close thousands of unsolved cases, bring justice to crime victims, and help prevent dangerous criminals from committing additional crimes.

The Senator also launched a new “Join the Fight” online petition at www.larkin.nysenate.gov, to garner public support for the proposal, and help ensure that it becomes law this year.

Senator Bill Larkin (R-C, Cornwall-on-Hudson) announced that he has been named to the new Senate Select Committee on Libraries.  The committee is a 19-member bipartisan body that is authorized to conduct meetings, conferences and public hearings, to gather information and to make recommendations on library-related legislative proposals.

"I am thrilled to be a member of this new committee," said Senator Larkin.  "Libraries have always been extremely important to me and I am excited to have this opportunity to serve on a committee devoted exclusively to their needs.  I look forward to working with my local libraries to ensure their voices are heard on this new committee," said Larkin.

LARKIN LEGISLATION MOVES OUT OF VETERANS COMMITTEE

Bill Would Prohibit Cemeteries From Selling Historic Cemetery Markers or Monuments

Legislation sponsored by Senator Bill Larkin (R-C, Cornwall-on-Hudson) to prohibit the sale of veteran’s cemetery markers or monuments moved out the Senate Committee on Veterans, Homeland Security and Military Affairs this week.  Senate bill S.1504 prohibits the unauthorized sale of commemorative cemetery markers, flag holders, monuments, statues or other physical memorabilia from the graves of veterans that are over 75 years old by cemeteries if such property is currently placed or located within a cemetery.

LARKIN COSPONSORS LEGISLATION TO EXEMPT LIBRARIES FROM THE MTA PAYROLL TAX

Senator Bill Larkin (R-C, Cornwall-on-Hudson) today cosponsored legislation to repeal the onerous Metropolitan Commuter Transportation Mobility Tax – otherwise known as the payroll tax - on libraries in the MTA region.

“I am very happy to join my colleagues in sponsoring such an important piece of legislation,” said Senator Larkin.  “Our libraries have never been able to afford this burdensome tax and it is my hope that the Legislature and the Governor will work together to ensure this legislation is signed into law as soon as feasibly possible.  We must do all we can to ensure the survival and growth of our local libraries and easing the tax burden for them is a giant first step towards achieving this goal,” said Larkin.

NEW YORK STATE SENATE MOVES TO SAVE CONSERVATION FUNDING

Senator Bill Larkin Concerned Federal Matching Funds in Jeopardy

The New York State Senate this week passed legislation (Senate bill S.5921) sponsored by Senator Mark Grisanti which would preserve New York’s federal matching funds for two key conservation programs geared for fish and wildlife restoration.  It will bar the transfer of state funds from any account contingent upon a matching requirement for the receipt of federal revenues.

NEW YORK STATE SENATE MOURNS THE LATE ASSEMBLYMAN TOM KIRWAN

The New York State Senate unanimously passed a Legislative Resolution today mourning the death of the late Assemblyman Tom Kirwan from Newburgh. 

 "Newburgh and the entire Hudson Valley lost a true friend when we lost Tom Kirwan," said Senator Bill Larkin (R-C, Cornwall-on-Hudson).  "He was a tireless advocate for the region and enjoyed bringing old-fashioned common sense to the legislative process.  I will miss his sage advice and sense of humor but most of all I will miss his friendship and his belief in the values of good government," said Larkin.
