Senator McDonald Explains PTSD Program Funding in the 2012-2013 State Budget

    Senator McDonald explains the PFC Joseph Dwyer Program to help returning combat Veterans cope with Post Traumatic Stress Disorder by offering a Veteran-to-Veteran peer counseling pilot program.

    McDonald joined with Senator Lee Zeldin (R-Shirley) in including $800,000 of funding for the program in the Senate's one house budget which eventually became part of the 2012-2012 State Budget.

    The program will be implemented in the Counties of: Jefferson, Saratoga, Suffolk and Rensselaer.

    PFC Dwyer enlisted in the Army within days of the terrorist attacks of September 11, 2001.  He served with courage and honor in Iraq, but returned home with PTSD.  On June 28, 2008, this illness took his life, leaving his wife, Matina, and their two year old daughter, Meagan, to live the remainder of their lives without him.
