AN  ACT  to  amend the education law, in relation to memoranda of under-
  standing with state agencies

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  5704  of the education law is amended to read as
follows:
  S 5704. Trustees shall make reports; university subject to  visitation
of  regents;  MEMORANDA  WITH  STATE  AGENCIES.  1. The trustees of said
university shall make all the reports and perform such other acts as may
be necessary to conform to the act of congress, entitled "An act  donat-
ing public lands to the several states and territories which may provide
colleges for the benefit of agriculture and the mechanic arts," approved
July  second,  eighteen hundred sixty-two.  The said university shall be
subject to visitation of the regents of the university.
  2. NOTWITHSTANDING ANY OTHER PROVISION OF LAW TO THE  CONTRARY,  STATE
AGENCIES  MAY ENTER INTO MEMORANDA OF UNDERSTANDING WITH SAID UNIVERSITY
AS THE LAND GRANT UNIVERSITY OF NEW YORK UNDER THE ACT  OF  CONGRESS  OF
JULY  SECOND,  EIGHTEEN HUNDRED SIXTY-TWO, FOR THE PURPOSES OF PROCURING
SERVICES OR TECHNICAL ASSISTANCE FROM SAID UNIVERSITY OR PROVIDING FUNDS
TO SAID UNIVERSITY, RELATED TO SAID UNIVERSITY'S LAND GRANT MISSION.
  S 2. This act shall take effect immediately and  shall  be  deemed  to
have been in full force and effect on and after April 1, 2010.

AN  ACT  to  amend the education law, in relation to authorizing Cornell
  university to enter into memoranda of understanding with  state  agen-
  cies to provide services and technical assistance

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 5704 of the education law is  amended  to  read  as
follows:
