BILL NUMBER: S5677 TITLE OF BILL : An act to amend the public authorities law, in relation to authorizing the dormitory authority to finance certain facilities for the ESF College Foundation, Inc., or an affiliated not-for-profit entity controlled by the ESF College Foundation, Inc. PURPOSE OR GENERAL IDEA OF BILL : To allow the SUNY College of Environmental Science and Forestry (SUNY ESF) to finance a new dormitory building in the City of Syracuse through the Dormitory Authority of the State of New York. SUMMARY OF SPECIFIC PROVISIONS : Sections 1 and 2 amend the Public Authorities Law to authorize the Dormitory Authority of the State of New York to issue bonds, which shall not exceed fifty million dollars, to finance the costs to construct a new student dormitory for SUNY ESF, which is to be located between Oakland and Standart Street in the City of Syracuse, New York. Section 3 specifies that all contracts entered into under this act shall be deemed to be state contracts and that the dormitory shall be deemed to be a contracting agency, as both terms are defined in Article 15-a of the Executive Law.

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended by adding a new undesignated paragraph to read as follows: THE ESF COLLEGE FOUNDATION, INC., OR AN AFFILIATED NOT-FOR-PROFIT ENTITY CONTROLLED BY THE ESF COLLEGE FOUNDATION, INC. WHICH HAS BEEN FORMED OR IS FORMED WITHIN ONE YEAR FROM THE EFFECTIVE DATE OF THIS PARAGRAPH, FOR THE FINANCING OR REFINANCING, OR REIMBURSEMENT OF THE COSTS OF, THE ACQUISITION, DESIGN, CONSTRUCTION, RECONSTRUCTION, REHA- BILITATION, IMPROVEMENT, FURNISHING AND EQUIPPING OF, OR OTHERWISE PROVIDING FOR, A STUDENT DORMITORY FACILITY LOCATED BETWEEN OAKLAND STREET AND STANDART STREET IN THE CITY OF SYRACUSE, NEW YORK, TO SERVE AS A DORMITORY FOR STUDENTS OF THE STATE UNIVERSITY OF NEW YORK COLLEGE OF ENVIRONMENTAL SCIENCE AND FORESTRY; PROVIDED, HOWEVER, THAT THE AGGREGATE SUM OF ANY BONDS ISSUED FOR SUCH PURPOSE SHALL NOT EXCEED FIFTY MILLION DOLLARS. PURPOSE OR GENERAL IDEA OF BILL : To allow the SUNY College of Environmental Science and Forestry (SUNY ESF) to finance a new dormitory building in the City of Syracuse through the Dormitory Authority of the State of New York.
