DUPREY, GIGLIO, McENENY -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to prohibiting bonuses for employees of public authorities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 2852 to read as follows: S 2852. PROHIBITION ON PAYMENT OF BONUSES. NOTWITHSTANDING ANY PROVISION OF LAW, COMPENSATION PAID OR OTHERWISE PROVIDED TO EMPLOYEES OF STATE AUTHORITIES SHALL BE LIMITED TO SALARY AND BENEFITS COMPARABLE TO THOSE BENEFITS PROVIDED TO CIVIL SERVICE EMPLOYEES, AND, IF APPLICA- BLE, REIMBURSEMENT OF EXPENSES. NO BONUS OF ANY NATURE SHALL BE PAID TO ANY EMPLOYEE OR BOARD MEMBER OF A STATE AUTHORITY. S 2. This act shall take effect immediately. BILL NUMBER:A7242A REVISED 3/15/10 TITLE OF BILL: An act to amend the public authorities law, in relation to prohibiting bonuses for employees of public authorities PURPOSE OR GENERAL IDEA OF BILL: The purpose of the bill is to remove the ability of public authorities to pay bonuses. SUMMARY OF SPECIFIC PROVISIONS: Section One adds a section 2853 of the public authorities law that will now prohibit the payment of bonuses to discretionary employees. Section 2 adds the effective date. JUSTIFICATION: Recent newspaper articles have cited the practice by the New York power Authority of paying bonuses on top of lucrative salaries and other perks. In a time of fiscal crisis State Authorities should be tightening their belts, not handing out bonuses. PRIOR LEGISLATIVE HISTORY: 06/22/09 passed assembly FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.
