BILL NUMBER: S1143 TITLE OF BILL : An act making an appropriation to the Museum of African American Cinema, Inc. for the purchase of land, for operation and an architectural study for such Museum of African American Cinema PURPOSE OR GENERAL IDEA OF BILL : To fund the purchase of land not to exceed $3 million, an additional $3 million for facility operating costs, and architectural study not to exceed $250,000 for the African American Cinema, Inc., a non-profit organization for participation in the tax exempt programs available through the Dormitory Authority of the State of New York. JUSTIFICATION : The Dormitory Authority Programs for tax exempt financing by a not-for-profit or charitable organization require legislative approval. The Museum of African American Cinema, Inc., (MAAC) is a new educational institution provisionally chartered by the Board of Regents of the State University of New York. The project will house the archives and collections of three major African American institutions, including the New York State Black Films & Video Archives, the International Agency for Minority Artist Affairs and, Harlem Media Center. JOHNSON, KLEIN, LANZA, MONTGOMERY, ONORATO, OPPENHEIMER, PARKER, ROBACH, SAMPSON, SAVINO, SCHNEIDERMAN, SERRANO, SMITH, STAVISKY, STEWART-COUSINS, THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT making an appropriation to the Museum of African American Cinema, Inc. for the purchase of land, for operation and an architectural study for such Museum of African American Cinema THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of six million two hundred fifty thousand dollars ($6,250,000), or so much thereof as may be necessary, is hereby appro- priated to the Museum of African American Cinema, Inc., out of any moneys in the state treasury in the general fund to the credit of the local assistance account, not otherwise appropriated, and made imme- diately available, for carrying out the purposes of this act. Of such sum: (a) up to three million dollars ($3,000,000) shall be available for the purchase of land for the Museum of African American Cinema, Inc.; (b) up to three million dollars ($3,000,000) shall be available for facility operating costs of such Museum; and (c) up to two hundred fifty thousand dollars ($250,000) shall be available to fund an architectural study for such museum. Such moneys shall be payable on the audit and warrant of the comptroller on vouchers certified or approved by the department of state in the manner prescribed by law. S 2.
