BILL NUMBER: S1491 TITLE OF BILL : An act to amend the New York state printing and public documents law and the state technology law, in relation to agency reports PURPOSE : To eliminate excessive paperwork while ensuring that stale legislators, legislative staff, and the public have access, via the Internet, to important state agency publications. SUMMARY OF PROVISIONS : Section 1 -- Amends subdivision 4 of section 12 of the New York State Printing and Public Documents Law. Establishes that when a report is required to be created by a state agency, the agency must notify the appropriate legislative offices that the document will be posted on the New York State Agency Documents Website. Section 2 -- Amends section 103 of the State Technology Law to create the New York State Agency Documents Website. This web-based database will allow state legislators, legislative staff members, and the public to have access to all reports that are required, by

DeFRANCISCO, GOLDEN, GRIFFO, MORAHAN -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the New York state printing and public documents law and the state technology law, in relation to agency reports THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 4 of section 12 of the New York state printing and public documents law, as added by chapter 524 of the laws of 2005, is amended to read as follows: 4. (a) Whenever state law requires a state agency to make, issue, submit, deliver, distribute or forward a report to the "legislature" or to "members of the legislature" or to "both houses of the legislature," or to any particular legislative officers or chairpersons of legislative committees, subcommittees or commissions, the agency shall satisfy such requirement by [either]: (i) [making, issuing, submitting, delivering, distributing or forward- ing a printed copy of the report to each member of the legislature, or to the specified legislative officers or chairpersons, as the case may be; or] MAKING SUCH DOCUMENT AVAILABLE ON THE NEW YORK STATE AGENCY DOCUMENTS WEBSITE, AS AUTHORIZED BY SUBDIVISION EIGHTEEN OF SECTION ONE HUNDRED THREE OF THE STATE TECHNOLOGY LAW, UNDER THE APPROPRIATE AGEN- CY'S HEADING AND SENDING A PRINTED LETTER OR NOTICE TO EACH MEMBER OF THE LEGISLATURE, OR TO THE SPECIFIED LEGISLATIVE OFFICERS OR CHAIR- PERSONS, AS THE CASE MAY BE, INDICATING THE AVAILABILITY OF SUCH REPORT ON THIS WEBSITE; AND BY (ii) making such document available on its website and sending a printed letter or notice to each member of the legislature, or to the specified legislative officers or chairpersons, as the case may be, indicating the availability of such report on the agency's website.
