AN  ACT  to  amend  the  penal law, in relation to the sale of component
  parts of a pistol or firearm

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The penal law is amended by adding a new section 265.45 to
read as follows:
S 265.45 SALE OF COMPONENT PARTS OF A PISTOL OR FIREARM.
  1. ANY MERCHANT, MANUFACTURER, FIRM, CORPORATION, ASSOCIATION OR AGENT
OR EMPLOYEE THEREOF WHO OFFERS FOR SALE IN THIS STATE ANY COMPONENT PART
OF A PISTOL OR FIREARM TO ANY INDIVIDUAL WHO DOES NOT  POSSESS  A  VALID
PISTOL  PERMIT  SHALL  BE GUILTY OF A CLASS D FELONY. THE COMPONENT PART
BEING PURCHASED MUST BE A COMPONENT PART TO THE PISTOL OR FIREARM LISTED
ON THE PURCHASER'S VALID PISTOL PERMIT.
  2. FOR PURPOSES OF THIS SECTION "FIREARM" OR "PISTOL" MEANS  A  WEAPON
AS DEFINED IN SECTION 265.00 OF THIS ARTICLE.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law.
