AN ACT to direct the secretary of state to establish  a  task  force  to
  study the standardization of state and local building codes and permit
  processes  for  the  purpose of facilitating the installation of solar
  and wind energy generating systems, and providing for  the  repeal  of
  such provisions upon the expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The secretary of state shall  establish  a  task  force  to
examine,  evaluate  and  make  recommendations concerning the standardi-
zation of the New York state uniform fire prevention and building  code,
and local building codes and permit processes for the purpose of facili-
tating  and encouraging the installation and operation of solar and wind
energy generating systems throughout the state and  within  the  various
municipalities of the state.
  S 2. (a) The task force shall consist of thirteen members. The members
of the task force shall be as follows:
  (1) the state fire administrator;
  (2) the executive director of the office of real property services;
  (3)  the  chair  of the New York state energy research and development
authority;
  (4) four members appointed by the secretary of state;
  (5) three members appointed by the temporary president of the  senate;
and
  (6) three members appointed by the speaker of the assembly.
  (b)  The  secretary  of  state  shall designate a chair from among the
members of the task force.

AN  ACT  to  amend the executive law, in relation to directing the state
  fire prevention and building code council  to  examine,  evaluate  and
  make recommendations concerning the standardization of state and local
  building  codes  and  permit processes for the purpose of facilitating
  installation of solar and wind energy generating systems

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 375 of the executive law is amended by adding a new
subdivision 8 to read as follows:
  8.  TO  EXAMINE,  EVALUATE,  AND  MAKE  RECOMMENDATIONS CONCERNING THE
STANDARDIZATION OF THE UNIFORM CODE AND LOCAL BUILDING CODES AND  PERMIT
PROCESSES  FOR THE PURPOSE OF FACILITATING AND ENCOURAGING THE INSTALLA-
TION AND OPERATION OF SOLAR AND WIND ENERGY GENERATING SYSTEMS  THROUGH-
OUT  THE  STATE.  FOR  THIS  PURPOSE,  THE COUNCIL IS AUTHORIZED TO HOLD
PUBLIC HEARINGS AND CONSULT WITH THE SOLAR AND  WIND  ENERGY  GENERATING
INDUSTRY  THROUGHOUT  THE STATE. ANY RECOMMENDATIONS FORMULATED PURSUANT
TO THIS SUBDIVISION SHALL BE SUBMITTED TO THE GOVERNOR, THE SECRETARY OF
STATE, THE TEMPORARY PRESIDENT OF THE SENATE  AND  THE  SPEAKER  OF  THE
ASSEMBLY  ALONG  WITH  SUCH  LEGISLATIVE  PROPOSALS AS THE COUNCIL DEEMS
NECESSARY TO IMPLEMENT ITS RECOMMENDATIONS.
  S 2. This act shall take effect immediately.
