BILL NUMBER: S5348 TITLE OF BILL : An act to amend the public authorities law, in relation to the establishment of the statewide wireless task force PURPOSE OR GENERAL IDEA OF BILL : The purpose of this bill is to provide for the formation of a statewide wireless task force to obtain recommendations as to the development, construction and operation of a statewide wireless internet and communications system. SUMMARY OF SPECIFIC PROVISIONS : This bill would renumber section 3975 of the public authorities law and add a new article 11 to provide for the establishment of a statewide wireless task force. Members of the task force would include: 1. The chairs of the Senate and Assembly standing committees on corporations, authorities and commissions who would co-chair the task force;

LEIBELL -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to the estab- lishment of the statewide wireless task force THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 11 of the public authorities law, as renumbered by chapter 168 of the laws of 1975, is renumbered article 12 and a new article 11 is added to read as follows: ARTICLE 11 STATEWIDE WIRELESS TASK FORCE SECTION 3975. STATEWIDE WIRELESS TASK FORCE. S 3975. STATEWIDE WIRELESS TASK FORCE. 1. THERE IS HEREBY ESTABLISHED A STATEWIDE WIRELESS TASK FORCE WHICH SHALL CONSIST OF NINE MEMBERS AS FOLLOWS: (A) THE CHAIR OF THE SENATE STANDING COMMITTEE ON CORPORATIONS, AUTHORITIES AND COMMISSIONS AND THE CHAIR OF THE ASSEMBLY STANDING COMMITTEE ON CORPORATIONS, AUTHORITIES AND COMMISSIONS WHO SHALL CO-CHAIR THE TASK FORCE; (B) THE RANKING MINORITY MEMBER OF THE SENATE STANDING COMMITTEE ON CORPORATIONS, AUTHORITIES AND COMMISSIONS AND THE RANKING MINORITY MEMBER OF THE ASSEMBLY STANDING COMMITTEE ON CORPORATIONS, AUTHORITIES AND COMMISSIONS WHO SHALL CO-VICE-CHAIR THE TASK FORCE; (C) THE SUPERINTENDENT OF THE STATE POLICE; (D) THE DIRECTOR OF THE STATE OFFICE OF PUBLIC SECURITY; (E) THE COMMISSIONER OF TRANSPORTATION; (F) THE DIRECTOR OF THE STATE OFFICE FOR TECHNOLOGY; AND (G) THE CHAIRMAN OF THE PUBLIC SERVICE COMMISSION. 2. THE PURPOSE OF THE TASK FORCE IS TO MAKE RECOMMENDATIONS TO THE GOVERNOR AND THE LEGISLATURE WITH RESPECT TO THE FORMATION OF A STATE- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
